In Resolution No. 25-NQ/TW on the Strategy for ideological work in the new context, the Politburo requested that ideological work in the new context needs to thoroughly grasp and well implement the motto "Proactive - Sharp - Persuasive - Effective"; strongly shift from information management to leading social awareness, consolidating people's trust, creating social consensus and arousing the aspiration to develop the country.
Resolution 25-NQ/TW sets a goal that by 2030, ideological work will be operated uniformly and smoothly from the Central to the grassroots levels, in both real and digital spaces.
Some specific goals are set out such as: 100% of Party committees and Party organizations include ideological work in the work program and annual review content; 100% of communes have ideological work forces operating regularly in each residential area; 100% of communes connect information source systems; form a network of 15,000 - 20,000 reputable people, people with positive influence participating in ideological work.
Recently, the Secretariat of the Party Central Committee issued Plan No. 08-KH/TW to implement Resolution No. 25-NQ/TW of the Politburo on the Strategy for ideological work in the new context.
The plan clearly states that the Politburo and the Secretariat directly, unifiedly, and comprehensively lead and direct the implementation process. Party committees, Party organizations, agencies, localities, and units in the political system are assigned to implement it.
According to Plan No. 08-KH/TW, the Party Committee and the Government lead and direct the concretization of goals, targets, and tasks into plans, implementation roadmaps, assignment of responsibilities and allocation and approval of resources, allocation of implementation funds; direct the assurance of digital infrastructure, digital platforms, digital data, domestic storage, control of data transfer across borders, and ensure national data sovereignty.
Directing the institutionalization of the contents of the Resolution into legal normative documents. Directing ministries and sectors to develop detailed plans and ensure resources to implement assigned tasks.
In which, the Ministry of Science and Technology presides over the development of at least 5 "Make in Vietnam" artificial intelligence platforms and tools, mastering the large-language model of Vietnamese and ethnic minority language tools; presides over telecommunications infrastructure, transmission, removal of mobile wave bumps, internet in border areas, sea, islands, ethnic minority areas (in coordination with the Ministry of National Defense, the Ministry of Ethnic Minorities and Religions, corporations, and businesses).
