Developing the National Refinery and Energy Center in Dung Quat

The National Refinery and Energy Center in Dung Quat Economic Zone is built with the goal of forming an integrated energy industry center.

On April 3, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government and the Standing Committee of the Government Party Committee on a number of important contents, including contents on proposals for mechanisms and policies to promote the development of the National Refinery and Petrochemical and Energy Center in Dung Quat Economic Zone (Quang Ngai).

Dung Quat Economic Zone, Quang Ngai province, with its strategic geographical location, deep-water port infrastructure, existing industrial system and especially Dung Quat Oil Refinery - the first oil refinery in Vietnam, has full conditions to develop into a National Refinery and Petrochemical and Energy Center (Center).

The development of the Center not only creates motivation for Quang Ngai province but also for the central coastal region and the national economy.

The Central Project in Dung Quat Economic Zone is built with the goal of forming an integrated energy industry center, including the fields of oil refining and petrochemicals, natural gas, LNG, electricity and renewable energy, associated with circular economy development and low-carbon economy.

The development orientation of the Center is to build a complete value chain from importing, storing, processing oil and gas to energy production and related industrial products, serving both domestic and export needs.

At the same time, the Center will integrate new technologies such as green hydrogen, green ammonia, carbon capture and clean energy solutions to meet energy transition requirements.

The formation of the Center is not only an economic project but also an important step in ensuring energy security; not only aiming to increase domestic production capacity but also towards improving international competitiveness, attracting foreign investment, forming a complete energy industry value chain, developing supporting industries and creating jobs, contributing to the implementation of sustainable development goals and reducing greenhouse gas emissions.

Based on research and reference to international models, Quang Ngai Provincial People's Committee has proposed a system of mechanisms and policies including two main groups, including policies under the Government's authority and policies under the National Assembly's authority.

After listening to reports, opinions, and concluding speeches at the meeting, Prime Minister Pham Minh Chinh welcomed the Ministry of Industry and Trade, Quang Ngai province, ministries, branches, and related agencies for urgently building the Center Project in Dung Quat.

The Prime Minister directed the Ministry of Industry and Trade to preside over and absorb the opinions at the meeting to complete dossiers and documents; relevant ministries and agencies participate in the contents within their management scope.

With the existing mechanisms and policies, ministries, branches, localities, and agencies proactively implement them according to their authority, and the contents under the Government's authority are implemented by the Government.

The meeting agreed on the policy of building and proposing specific mechanisms and policies, the Prime Minister requested to continue reviewing and clarifying existing and unused contents and authority; for contents under the authority of the National Assembly, propose piloting, the Ministry of Industry and Trade shall take the lead in reviewing and completing the dossier for drafting the National Assembly's Resolution.

Quang Ngai Provincial People's Committee proactively coordinates with the Ministry of Industry and Trade and related ministries to complete dossiers and documents, assess specific impacts on each policy, and work with investors.
