Severely criticize 6 provincial and municipal chairmen

The Prime Minister severely criticized the Chairman of the People's Council and People's Committee of Hai Phong and 5 provinces for the delay in issuing documents to implement the Land Law, and requested a review of responsibilities.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 109/CD-TTg dated October 22, 2024 requesting the Ministry of Natural Resources and Environment and localities to strengthen their focus on directing and implementing the Land Law.

The telegram stated that, according to the report of the Ministry of Natural Resources and Environment, 63/63 provinces and cities have issued documents detailing the implementation of the Land Law under local authority.

In which, Hai Duong and An Giang provinces have fully promulgated the assigned contents detailed in the law; many provinces and cities have basically completed the promulgation of documents detailing the implementation of the Law: Da Nang city, Yen Bai, Lao Cai, Vinh Phuc, Hung Yen, Ha Tinh, Dak Nong, Tay Ninh, Tra Vinh, Bac Lieu...

There are still some provinces and cities where the progress of promulgating documents is still very slow (including: Hai Phong city and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, Soc Trang, which have only promulgated 2 to 5 out of a total of 20 contents assigned in the Law).

The fact that localities have not yet fully issued documents under their authority has limited the effectiveness of the implementation of the Law, affecting the rights of people, businesses, administrative procedures, and the effectiveness of implementing new policies of the Land Law.

The Prime Minister severely criticized the Chairman of the People's Council and Chairman of the People's Committee of Hai Phong City and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, and Soc Trang for delaying the issuance of documents detailing the implementation of the Land Law.

Request to review and clarify the responsibilities of organizations and individuals for the delay in issuing legal documents guiding the implementation of the Land Law.

Requesting the Chairmen of People's Councils and Chairmen of People's Committees of provinces and centrally-run cities to fully and promptly implement the contents directed in Official Dispatch No. 105/CD-TTg dated October 10, 2024 of the Prime Minister on focusing on directing and implementing the Land Law.

In which, it is necessary to focus on directing the full promulgation of assigned contents detailed in the Land Law and Decrees detailing the implementation of the Land Law.

The issuance of detailed regulations assigned in the Land Law and decrees detailing the implementation of the Law must be completed before October 31, 2024, reporting the results to the Ministry of Natural Resources and Environment for synthesis and reporting to the Prime Minister. Be responsible to the Government and the Prime Minister for any delay in issuing the above documents.

The Ministry of Natural Resources and Environment shall regularly monitor and urge localities to organize the implementation of the Land Law and detailed regulations and instructions for the implementation of the Law.

Assign Deputy Prime Minister Tran Hong Ha to direct ministries, branches and localities to strictly and effectively implement this dispatch.
