A statement from the Ministry of Foreign Affairs of Vietnam on the evening of October 18 stated: At the invitation of Russian President Vladimir Putin - Chairman of the BRICS Group in 2024, Prime Minister Pham Minh Chinh will lead a high-ranking Vietnamese delegation to attend the BRICS Leaders' Meeting in Kazan, Russia from October 23 to 24.
Russia takes on the rotating BRICS Presidency in 2024. The BRICS Summit in Kazan from October 22-24 is an important event in Russia's presidency year.
The BRICS summit in Kazan was the first for the group's new members. BRICS was founded in 2006 and includes Brazil, India, China and Russia. South Africa joined the group in 2011. On January 1, 2024, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates became new members of the group.
At the regular press conference of the Ministry of Foreign Affairs of Vietnam on the afternoon of May 9, 2024, Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang responded to the press about the information on the BRICS Twitter account stating that Vietnam will join the BRICS group in 2024.
At that time, Ms. Pham Thu Hang shared: "As a responsible and active member of the international community with a foreign policy of multilateralization, diversification, independence and self-reliance, Vietnam is always ready to participate and make active contributions to global and regional multilateral mechanisms, organizations and forums. Like many countries in the world, we are interested in following the discussion process on expanding the membership of the BRICS group."
On June 11, 2024, Deputy Minister of Foreign Affairs Nguyen Minh Hang led the Vietnamese delegation to attend the "BRICS Dialogue with Developing Countries" in Nizhny Novgorod, Russian Federation. The Dialogue was held on the occasion of the 2024 BRICS Foreign Ministers' Meeting.
Speaking at the dialogue, Deputy Minister of Foreign Affairs Nguyen Minh Hang stated that based on the achievements over nearly two decades, BRICS has the potential to play an increasingly larger role in promoting dialogue and coordinating international efforts to address global challenges.
Deputy Minister Nguyen Minh Hang proposed that the BRICS group continue to coordinate with developing countries to promote three key areas.
Firstly, strengthening multilateral cooperation, including continuing to strengthen the central role of the United Nations in coordinating global efforts to promote peace, security and sustainable development; building trust and resolving disputes by peaceful means on the basis of respect for the principles of the United Nations Charter and international law.
Second, enhance the role of developing countries in governance and implementation of global development agendas. BRICS needs to contribute more to accelerating the implementation of sustainable development goals, ensuring that developing countries have access to breakthrough technological achievements, deepen economic integration, and promote an open, fair, inclusive and non-discriminatory multilateral trading system.
Third is to enhance the resilience, adaptability and capacity of developing countries in addressing global challenges. BRICS needs to cooperate closely with partners, especially developing countries, in promoting global climate action, actively contributing to global efforts to ensure food security, energy security, as well as prevent and prepare for natural disasters and epidemics.
