According to Chairman of Hai Phong City People's Committee Le Ngoc Chau: This City Patriotic Emulation Congress is of special significance; The Congress is tasked with objectively and comprehensively assessing the results of patriotic emulation movements in the period of 2020 - 2025, good practices, effective models; honoring outstanding and typical collectives and individuals of the city; at the same time, it is also an opportunity for the city to recognize the limitations and challenges; determine directions and tasks to strongly innovate emulation and reward work in the period of 2025 - 2030; bring the patriotic emulation movement into depth, becoming a source of inspiration for the city to successfully implement the goals of the Resolution of the First City Party Congress and Resolution No. 45 dated January 24, 2019 of the Politburo on building and developing Hai Phong City to the vision of 200, 2025".
With continuous efforts, the whole city has 1,172 collectives and individuals awarded the Central Government's Medal, Emulation Flag, Certificate of Merit, and title of National Emulation Fighter; along with 21,761 collectives and individuals awarded the Emulation Flag, title of Outstanding Labor Collective, Certificate of Merit, and Emulation Fighter by the Chairman of the Provincial and Municipal People's Committee.
Speaking at the Congress, Secretary of the City Party Committee Le Tien Chau said: Coming out of the smoke and fire of war, in the process of building and defending the Fatherland, Hai Phong continues to affirm its tradition of leadership, dynamism, creativity, and determination in action.
In the 2020 - 2025 term, promoting the tradition of patriotic emulation, the Party Committee, government and people of Hai Phong City have achieved many comprehensive achievements, creating a new breakthrough development step. Those results affirm that the City has done a good job of emulation and reward; and the patriotic emulation movement has truly become a strong driving force for Hai Phong to develop quickly, sustainably and comprehensively.
Entering a new development stage, for the 2025 - 2030 term, Hai Phong clearly identified its pioneering responsibility, determination to become a modern, civilized, ecological and livable industrial seaport city in Southeast Asia; taking the lead in building a model of Socialism associated with Socialist people.

According to Vice President Vo Thi Anh Xuan: Hai Phong has a particularly important strategic position, being the main gateway to the sea of the Red River Delta and the whole North, a key economic center of the Northern coastal region, rich in historical traditions and revolutionary culture.
During the 2020-2025 term, the city has 250 collectives and individuals awarded Medals by the President; more than 900 collectives and individuals awarded the Emulation Flag of the Government, Certificates of Merit of the Prime Minister; more than 21,700 collectives and individuals awarded at the city level.
