On March 25, a conference of full-time National Assembly deputies gave opinions on the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
This is a draft law that was discussed by the National Assembly at the 8th session and is expected to be approved at the upcoming 9th session. At the discussion session, 3 delegates gave their opinions on the regulations on promulgating regulations and certifying standards.
National Assembly delegate Nguyen Minh Tam (Quang Binh delegation) said that it is necessary to clearly define the tasks, powers and responsibilities of the National Standard Technical Committee, to improve the effectiveness of the Committee's operations, contribute to socio-economic development, integrate into the international economy and protect national interests for Vietnam's key products and goods in the international market.
Meanwhile, National Assembly Delegate Le Huu Tri (Khanh Hoa delegation) said that in order to simplify the operation of professional organizations and unify with the Law on Food Safety and Hygiene, it is recommended to study the removal of the activity of announcing standards and regulations after the activity of self-declaration of products.
Speaking at the discussion session, Vice Chairman of the National Assembly Le Minh Hoan emphasized that the State must have control power, but it is necessary to think in accordance with the direction of General Secretary To Lam that the law not only manages but also creates new development space, while reducing the mechanism of asking and giving.
According to Mr. Le Minh Hoan, the provisions in this draft law will have a huge impact on commodity industries and trade, not only a group of enterprises but the whole society.
"A regulatory regulation for a feed product will be distributed to millions of farmers across the country, because businesses must include all compliance costs in the product cost" - Vice Chairman of the National Assembly said.
Vice Chairman of the National Assembly Le Minh Hoan suggested that the drafting agency study other tools for the State to exercise control power without causing too many costs for businesses and people.
Referring to the reflection on the formality, Mr. Le Minh Hoan cited the inadequacy when the signer of the certification document was not responsible but only acknowledged the results, while the enterprise must still be responsible for all those issues.
Mr. Le Minh Hoan mentioned the recent vegetable candy advertisement reported in the press as a testament to the mechanism of product quality self-control by associations and industry.
"When consumers were suspicious, people brought that candy to the lab and found it was not as advertised. Thus, we give control to associations and product industries so that people have to control the quality themselves" - Vice Chairman of the National Assembly stated.
According to the Vice Chairman of the National Assembly, abroad, associations and industry when stamping is considered a guarantee of the quality of enterprise products.
"As for risks, they are available in any control mechanism, but we choose some risks that have little impact on businesses.
