On the afternoon of September 10, Deputy Prime Minister Ho Duc Phoc inspected and worked with Cao Bang province on response and recovery from the consequences of floods caused by storm No. 3.
The Deputy Prime Minister highly appreciated the Cao Bang Provincial Party Committee and government for being proactive and determined in overcoming the consequences of storm No. 3 and floods and landslides, especially the provincial leaders directly went to Nguyen Binh district to direct the search, rescue and recovery work.
According to Deputy Prime Minister, in storm No. 3, Cao Bang was the locality with the heaviest loss of life (due to floods after the storm). This is a question that needs to be seriously considered in order to find effective solutions in the future, to protect the safety of people living in mountainous areas from natural disasters, and to develop sustainably and long-term.
The human loss is heartbreaking, 3 districts are isolated, hundreds of landslides have occurred, many schools and medical stations have been affected... and need to be repaired soon.
Deputy Prime Minister emphasized that Cao Bang province needs to focus on providing relief to people according to the spirit of 5 no's: "Do not let people go hungry - Do not let people go thirsty - Do not let students go without education - Do not let people go without medical treatment - Do not let people go without housing".
After this storm, Cao Bang province needs to study a comprehensive program to have effective solutions to prevent and combat landslides to ensure a safe life for the people.
Emphasizing that the risk of floods is still very complicated, it is necessary to proactively evacuate people from dangerous areas. The Deputy Prime Minister requested ministries to support localities to soon restore national highways, repair landslides and damage, as well as resume economic production activities.
Regarding the province's proposal (granting 75 billion VND and 50 tons of rice), Deputy Prime Minister suggested Cao Bang make a submission, along with a damage report, to the Government for immediate consideration and handling.
The latest report from Cao Bang province said that due to the impact of storm No. 3, areas in the province experienced heavy to very heavy rain, flooding, and serious landslides, causing damage to people, houses, infrastructure, and people's lives and activities.
Regarding people, in Nguyen Binh district, there were 24 dead, 12 injured, 31 missing. The province is counting and searching for the missing people.
Regarding housing, a total of 1,065 houses were damaged; of which 22 houses were completely damaged. Regarding transportation, nearly 200 points on national highways, provincial roads, district roads, and commune roads were blocked due to landslides and flooding.
10 schools, 3 medical facilities and many irrigation, telecommunications, power grid and agency headquarters were damaged by landslides and flooding. In agriculture, more than 1,500 hectares of rice and crops were damaged.
