Prime Minister Pham Minh Chinh has just signed Decision No. 360/QD-TTg establishing the Steering Committee for building schools for border communes (Steering Committee).
The Steering Committee was established to assist the Government and the Prime Minister in directing the implementation of school construction for border communes, including members:
Deputy Prime Minister Le Thanh Long is the Head of the Steering Committee.
The Deputy Head of the Steering Committee is the Minister of Education and Training.
The members of the Steering Committee include: Standing Deputy Minister of Education and Training Pham Ngoc Thuong; Deputy Minister of Finance Nguyen Thi Bich Ngoc; Deputy Minister of Construction Nguyen Tuong Van; Deputy Minister of Agriculture and Environment Vo Van Hung; Deputy Minister of Ethnic Minorities and Religion Y Vinh Tor; Chairmen of People's Committees of provinces and cities: Tuyen Quang, Cao Bang, Lai Chau, Lao Cai, Dien Bien; Lang Son, Son La, Thanh Hoa, Nghe An, Ha Tinh, Quang Ninh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Lam Dong, Dong Nai, Dong Thap, Tay Ninh, An Giang.
The Steering Committee is an inter-sectoral coordinating organization, with the function of assisting the Government and the Prime Minister in directing and coordinating the settlement of important inter-sectoral tasks related to the implementation of building inter-level boarding schools in land border communes.
The Steering Committee has the task of advising and proposing to the Government and the Prime Minister specific and effective plans, solutions, and ways to complete the investment target of building 100 inter-level boarding schools in land border provinces and cities before August 30, 2026.
These schools will be a model for subsequent widespread deployment, completing the goal of investing in building 248 schools in the next 2-3 years according to Notice of Conclusion No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes and Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Action Plan to implement Notice of Conclusion No. 81-TB/TW of the Central Government; directing relevant ministries, agencies, and localities; closely coordinating, focusing on promptly resolving difficulties and obstacles in the implementation process.
The Steering Committee works on a part-time basis, upholds personal responsibility, and performs functions, tasks, and powers according to the Regulations on organization and operation of the Steering Committee issued by the Head of the Steering Committee.
The Ministry of Education and Training is the standing agency of the Steering Committee, developing the Regulations on organization and operation of the Steering Committee to submit to the Head of the Steering Committee for signing and promulgation; using the existing apparatus to organize the implementation of tasks assigned by the Steering Committee, ensuring no increase in the payroll of the ministry assigned by competent authorities.
Funds for performing the tasks of the Steering Committee are allocated from the regular operating funds of the Ministry of Education and Training in accordance with the State Budget Law and relevant legal regulations.
