On May 28, a National People's Council (HĐND) Conference took place in Hanoi to deploy directions and tasks for the 2026-2031 term.

Speaking at the Conference, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra said that the 2021 - 2026 term is recognized as a term with many historical imprints of the National Assembly and People's Councils at all levels.

Entering the 2026 - 2031 term, the Government clearly identifies that improving the quality of operation of the People's Councils is also improving the quality of local governance, improving the effectiveness of policy implementation and the operating efficiency of the state administrative apparatus from the Central to local levels.

The Deputy Prime Minister requested to focus on a number of key tasks and solutions associated with improving the efficiency of People's Councils at all levels in the face of the requirement to improve the quality of operations of local governments at both levels in the coming time.

In which, it is necessary to strongly innovate local governance thinking in the direction of creating development and serving the People.

The core point of effective local governance is to create a better development environment, mobilize the community, businesses and people from all walks of life and promote grassroots democracy, so that all people can participate in each goal, task, and development policy of the country and localities.

The Government will continue to propose to the National Assembly and according to its authority to improve institutions and policies, to more clearly define the authority between the Central Government and localities; increase the proactiveness, self-responsibility and policy response capacity of localities.

In particular, the Government will guide and further promote the role and functions of the People's Councils, especially the commune-level People's Councils. At the same time, it is necessary to change the mindset of policy-making to create, develop, and improve the material and spiritual life of the people...

Continue to promote substantive decentralization and delegation of power associated with effective power control.

Accordingly, the basic factor of the two-level local government is not only to streamline the organizational structure, but also to restructure the operating methods of the national administration towards being closer to the people, more flexible, more efficient and creating faster national development.

The Government continues to review, decentralize, and delegate power to localities; and at the same time allocate corresponding resources, data and management tools so that localities have enough capacity to perform the assigned responsibilities.

Along with that, the Government requests ministries and sectors to be more proactive and closer to localities; not to let the situation of slow guidance, shirking responsibility or letting localities "wait for mechanisms" like the current situation of some tasks being backlogged.

The Deputy Prime Minister said that the stronger the decentralization, the stricter the power control must be. The People's Council must truly be an effective power control institution in localities; especially continuing to promulgate a decentralization mechanism in their localities.

Accordingly, continue to innovate supervision, from traditional administrative supervision to substantive supervision where people and businesses feel the effectiveness of the Party's major policies and the State's laws in the locality.

It is necessary to create a real breakthrough in digital transformation in the operation of the local administrative system.

In addition, continue to promote institutional reform and administrative procedure reform. This is the breakthrough of a breakthrough to release resources to improve competitiveness and achieve double-digit growth targets.

Therefore, the National Assembly is accompanying the Government to focus very strongly on institutional reform with the spirit that institutions must pave the way for development and protect cadres who dare to think and dare to do for the common good.

Finally, it is necessary to improve the capacity to supervise policy implementation associated with controlling development risks. Supervision must not only focus on pointing out shortcomings, but must contribute to promoting implementation, maintaining stability and creating an important foundation for rapid and sustainable development.
