The Head of the Central Steering Committee is Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh.
Deputy Heads of the Central Steering Committee include: Deputy Prime Minister Tran Hong Ha; Deputy Prime Minister Mai Van Chinh; Deputy Prime Minister Le Thanh Long.

The Central Steering Committee assists the Prime Minister in directing, operating, and resolving general tasks related to management and organization of the implementation of national target programs in the period of 2021 - 2025 and preparing for implementation in the period of 2026 - 2030.
The Central Steering Committee is responsible for researching, consulting, recommending, and proposing to the Prime Minister directions and solutions to direct and manage common issues in managing and organizing the implementation of national target programs.
Assist the Prime Minister in directing, operating, and coordinating activities between ministries, central and local agencies in organizing the implementation of national target programs; directing and urging ministries, central and local agencies to summarize and evaluate the results of implementing national target programs in the period of 2021 - 2025; preparing for implementation in the period of 2026 - 2030 and performing other tasks assigned by the Prime Minister.
The Central Steering Committee works on a part-time basis, promotes personal responsibility, performs the above functions, tasks, and powers, and operates according to the Working Regulations of the Central Steering Committee.
The Head of the Central Steering Committee promulgates the operation regulations of the Central Steering Committee; Leading and operating the general activities of the Central Steering Committee and deciding to consolidate the Central Steering Committee members who are the deputy leaders of the ministries, agencies and leaders of the Central Committee of the Vietnam Fatherland Front and the General Director of the Social Policy Bank.
Deputy Heads of the Central Steering Committee directly monitor and direct the implementation of national target programs as assigned in Decision No. 401/QD-TTg dated February 25, 2025 of the Prime Minister and other relevant documents.
The Head and Deputy Head of the Central Steering Committee use the Prime Minister's seal; Permanent members and members of the Central Steering Committee use the seal of the ministry and agency where they work.
The Ministry of Finance is the standing agency of the Central Steering Committee, using its apparatus to perform the task of assisting the Central Steering Committee in managing and synthesizing national target programs.
The national target program uses its existing apparatus to carry out the task of assisting the Central Steering Committee according to each national target program, ensuring streamlining and efficiency, without increasing the organization and staffing units.
Agencies with leaders' representatives participating in the Central Steering Committee shall use their existing apparatus to assist members of the Central Steering Committee in performing their assigned tasks and powers according to the Working Regulations of the Central Steering Committee.
