In recent years, the production and export of agricultural products in our country has achieved many positive results, contributing significantly to the overall growth of the agricultural sector and the economic growth of the whole country.
However, the production, consumption and export of agricultural products still face many difficulties due to weather, natural disasters, market, "istically depreciated crops", imbalance in supply and demand, congestion of export goods at border gates, especially during the peak harvest period, which has not been completely overcome, causing damage, affecting the income and lives of farmers, affecting agricultural production.
To overcome the above situation, Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 79/CD-TTg dated May 31, 2025 on proactively implementing measures to ensure the production, processing, consumption and export of agricultural products.
The Prime Minister assigned the Minister of Agriculture and Environment to direct localities to review and fully prepare production conditions in the last months of 2025.
Ensure a complete supply of food and food to meet domestic demand, while serving exports, firmly ensuring national food security in all situations.
Promote linkage activities between cooperatives, manufacturers with export purchasing units, enterprises, distribution and retail systems to facilitate the consumption of agricultural products at the time of harvest.
Coordinate with the Ministry of Foreign Affairs and the Ministry of Industry and Trade to do a good job of trade promotion, continue to promote technical opening, especially the export of official products to China.
Promote production according to product chains, build growing area codes, trace the origin of products, ensure food safety.
The Prime Minister requested the Minister of Industry and Trade to preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Foreign Affairs to direct the strengthening of trade promotion, continuing to expand and diversify export markets.
The Ministry of Finance directs customs forces to closely coordinate with border guards to discuss with the authorities of importing countries, especially at agricultural export ports to China, to have specific plans to facilitate and prioritize the fastest customs clearance for fresh agricultural products for export...
In addition, the Prime Minister also requested the Chairmen of the People's Committees of provinces with border gates, especially localities in the northern border area (Lang Son, Lao Cai, Quang Ninh, Cao Bang, Ha Giang, Dien Bien, Lai Chau) to direct, organize monitoring, updating, evaluating, and forecasting the circulation and concentration of goods in the area.
This is to coordinate with relevant agencies to direct the authorities to deploy solutions to ensure the circulation of goods at the border gate area, promptly take proactive measures to regulate and manage vehicles bringing goods to the border gate.
At the same time, regularly inform about the circulation and export of agricultural products at border gates so that localities, authorities and agricultural exporting enterprises can proactively adjust production and business plans, avoid congestion of goods and agricultural products at border gates, and reduce the risk of damage to people and businesses.
