On October 20, Chief Prosecutor of the Supreme People's Procuracy (SPP) Nguyen Huy Tien presented a summary report on the work of the Chief Prosecutor of the Supreme People's Procuracy for the 2021 - 2026 term at the 10th Session of the 15th National Assembly.
According to Mr. Nguyen Huy Tien, during the term (2021 - 2026), the situation of crimes and disputes continued to develop complicatedly, in which criminal cases for the entire term increased by 18.8% (in 2025 alone, it decreased by 19.2% compared to the previous year), administrative cases increased by 27.7%, civil cases and other types of cases increased by 14.8%.
Regarding prosecution and prosecution in the criminal field, the Procuracy has innovated prosecution activities according to the motto "4S - earlier, closer, deeper, sharper"; not legalizing economic, civil, administrative relations and vice versa.
The entire Procuracy has prosecuted and prosecuted 674,552 sources of information about crimes, requesting the Investigation Agency to prosecute 3,871 cases, an increase of 24.3% over the previous term.
The Procuracy requested the cancellation of 97 decisions to prosecute; cancel 349 decisions not to prosecute cases and 245 decisions to prosecute cases; directly prosecute and request the investigation of 145 cases to prevent un solved crimes; directly prosecute 8,462 cases; issue 8,290 recommendations for remediation (up 71.4%) and 3,224 recommendations for prevention (up 152.3%).
During the investigation period, the Prosecutor directly questioned more than 190,000 defendants; issued more than 476,000 investigation requests; requested changes and supplements to 565 cases/754 defendants. Coordinated, reviewed, and resolved 81,197 cases/15,881 defendants, defendants who have been suspended for many years.
During the prosecution period, the Procuracy at all levels accepted 382,107 cases/732,924 defendants, resolving 99.9%, of which, prosecuted 379,494 cases/728,343 defendants ( Prosecuted on time 100%, true on crime 99.9% (exceeding the target by 4.9%), suspended 1,887 cases/2,859 defendants, reducing the number of cases by 25.5% (of which, 8 defendants were suspended for not committing a crime).

The Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien emphasized that the industry has coordinated to strictly handle 18,980 cases/41,142 defendants for economic crimes and corruption, including many major cases such as: Rescue flight case, Viet A, Da Nang, Van Thinh Phat, Xuyen Viet Oil, Phuc Son, Thuan An; recovered more than 74,000 billion VND; of which, nearly 4,000 billion VND was recovered early according to Resolution 164 of the National Assembly.
The Investigation Agency of the Supreme People's Procuracy discovered and accepted 566 sources of information about crimes; resolved 554 sources, reaching 97.9% (exceeding the target assigned by the National Assembly), accepted 282 cases/551 defendants (increased by 46.9% in the number of cases and 178.3% in the number of defendants); resolved 90.4%; no cases were suspended from investigation due to not committing a crime or the Court declared not guilty.
The rate of investigation and discovery of crimes, very serious crimes, especially serious crimes, all exceeded the National Assembly's target. Among them, there are many corruption cases in judicial activities that have attracted public attention, such as: The bribery case that occurred in Da Nang, the Central Institute of Forensic Psychiatry of Bien Hoa.
Regarding the prosecution of judicial activities, the whole industry has prosecuted more than 395,000 people who were detained and more than 524,000 people who were detained.
Prosecuted 540,000 people who served their sentences, thereby proposing to remove them from the list of more than 4,800 records of reduced sentences and released from prison early without conditions.
In the administrative field, more than 43,000 cases have been prosecuted; 609,000 appeals have been issued, 197 appeals to the director for appraisal and re-appointment have been accepted, 75.6%, exceeding the National Assembly target.
In the civil, commercial and labor sectors, nearly 2 million cases and cases have been prosecuted; 7,171 appeals have been issued, 1,670 appeals have been issued to directors for appraisal and re-appraisal and more than 10,000 recommendations have been issued to request remedies for violations.
