Before the National Assembly voted to approve, on behalf of the Government and the drafting agency, General Phan Van Giang - Member of the Politburo, Deputy Prime Minister, Minister of National Defense presented the Report on receiving, explaining and revising the draft law.
General Phan Van Giang affirmed that the draft law has been reviewed and revised to clarify the scope of regulation, subjects of application, interpretation of words and principles of law application, ensuring constitutionality, consistency with the legal system, compatibility with international treaties and suitability with practice.
Regulations on management, control of proliferation and financing of proliferation weapons of mass destruction are improved in the direction of management based on risks, clearly defining the basis, authority and responsibility of subjects, not overlapping with specialized laws, and at the same time ensuring the legitimate rights of agencies, organizations and individuals.
In addition, regulations on organization of implementation, inter-sectoral coordination mechanisms, data sharing, forces and resources have been reviewed and revised to ensure clear assignment, without arising organizational staffing issues.
Regulations on transitional clauses, on implementation and language as well as legislative techniques are reviewed and revised to ensure clarity and strictness.
Preventing the proliferation of weapons of mass destruction is an urgent task with an interdisciplinary, inter-sectoral and international depth. The promulgation of the law will contribute to completing a solid legal basis to proactively prevent, detect early and handle risks promptly, contributing to protecting national independence, sovereignty, security, lives and health of the people; maintaining a peaceful and stable environment to serve rapid and sustainable national development" - General Phan Van Giang emphasized.
In addition, the promulgation of the law also affirms Vietnam's responsibility and consistent commitment to implementing international treaties and relevant resolutions of the United Nations Security Council.
At the same time, creating a safe and transparent environment for investment and trade cooperation, science and technology, and enhancing Vietnam's position and prestige in the international arena.
The Law on Prevention and Control of Mass Destructive Weapons is designed to include: 4 chapters, 36 articles. The draft Law's structure is reasonably arranged from general regulations to management and control measures, implementation organization mechanisms and implementation clauses.
The law will take effect from July 1, 2027.
