According to the draft Project on the arrangement of commune-level administrative units in Phu Tho province, there are currently 207 commune-level administrative units in the province, and it is expected that after the arrangement and merger, there will be a reduction of 66 commune-level administrative units and a reduction of 141 commune-level administrative units.
The administrative center and working headquarters of the new commune-level administrative unit must ensure a favorable geographical location, synchronous socio-economic infrastructure, traffic connection with areas within the commune-level administrative unit; space for future development; ensure harmony, reasonableness, avoid imbalances between localities, and ensure maintaining national defense and security.
Transfer 100% of the existing district payroll to the commune level, keep the payroll unchanged before rearranging, reviewing, and streamlining for 5 years according to regulations, with a total expected 32 payrolls/commune, ward (not including party and union); end the use of non-professional workers at the commune level; keep schools and health stations unchanged, reorganize them in accordance with the new administrative unit.
According to the plan, before April 25, 2025, organized to collect voters' opinions (household representatives) on the scheme to arrange and reorganize the commune -level administrative unit and the project of consolidating three provinces of Phu Tho, Vinh Phuc and Hoa Binh. Before April 26, 2025, People's Councils at district and commune levels consider and promulgate resolutions through the policy of arranging administrative units at provincial and commune levels. On April 29, 2025, the provincial People's Council passed the Resolution on the scheme of arranging and reorganizing commune administrative units; The project of consolidating 3 provinces of Phu Tho, Vinh Phuc and Hoa Binh. Before 1.5.2025, complete the project dossier and report of the Provincial People's Committee to the Ministry of Home Affairs for appraisal and submission to the Government.
From July 1, 2025, the operation of 13 district-level administrative units in the province will end; before August 15, 2025, the new commune-level administrative units will officially come into operation; before September 15, 2025, the new provincial-level administrative units will officially come into operation.

Speaking at the Conference conclusion, Mr. Bui Minh Chau - Head of the Steering Committee shall arrange and reorganize the administrative units at all levels of Phu Tho provincial level - emphasized, to ensure the progress of the implementation of two projects, the Steering Committee and departments, agencies, agencies, units and localities need to focus highly and urgently implement the steps as prescribed.
The Secretary of the Phu Tho Provincial Party Committee agreed on the number of commune-level administrative units in the province after the arrangement and merger as 66 commune-level administrative units; on the names of new commune-level administrative units, encouraging the choice of names associated with local historical and cultural factors.
Provincial Party Secretary Bui Minh Chau suggested that districts, cities and towns develop plans to arrange district-level cadres and civil servants to commune level after the arrangement and merger; develop plans to arrange public service units, ensuring that immediately after being approved by the National Assembly Standing Committee; new commune-level administrative units quickly come into stable operation, without interruption of work, especially work directly related to the people.
During the implementation process, if there are any problems, promptly report to the Steering Committee for consideration, for comments and solutions, ensuring the set progress.
