Currently, the authorities are collecting public opinions on the draft Project to reorganize Bac Ninh and Bac Giang provinces.

The project clearly states that the place of the Political - Administrative Center of Bac Ninh province (new) is Bac Giang city, Bac Giang province.

According to the Project, this selection is in accordance with both history, culture, development orientation and in line with the policy in Conclusion No. 130-KL/TW of the Politburo and the Secretariat, specifically as follows:

Regarding history, culture and stability:

Bac Giang City has a long history as an administrative and cultural center of the region. Since the French colonial period, Lang Thuong Palace has been considered and chosen by the French as the administrative center of Ha Bac province.

In October 1963, the National Assembly decided to consolidate the two provinces of Bac Giang and Bac Ninh; Uncle Ho and the Central Government have named the province of Ha Bac, choosing Bac Giang City as the administrative center. Bac Giang City has played the role of more than 33 years of Ha Bac province until separated into two provinces of Bac Giang, Bac Ninh in 1997.

Bac Giang is a cultural center, a place of intersection between Kinh Bac culture (Bac Ninh and Viet Yen, Hiep Hoa - Bac Giang) and ethnic minority culture (Tay, Nung in Yen The, Lang Giang, Luc Ngan, Son Dong regions of Bac Giang).

Setting the province in the current Bac Giang City will be the center for easily intertwined, integrated, and non-discriminatory cultures, helping to protect diverse community cultures.

Regarding geographical location and national security:

The current Bac Giang city, after merging the two provinces of Bac Ninh and Bac Giang, meets the Central element of the province, facilitates transportation to all localities in the province with a distance of 40-70km (if located in Bac Ninh city, the distance is up to 90km).

Bac Giang has long been strategically located in terms of military, being the northern fence of Hanoi Capital ( history has proven: Chi Lang - Xuong Giang Victory, Can Tram - Ho Cat, Yen The Uprising...).

The placement of the capital in the north of Cau River is a safe distance to ensure national defense and security for Hanoi and the national capital; The movement to the main army is located in the area smoothly and quickly.

Regarding facilities:

Bac Giang province currently has 2 Administrative Centers (16 floors) and has just completed a new 21, 21-storey building; in front is a large square serving the state administrative agencies and socio-political organizations.

The headquarters of the Provincial Party Committee and Party agencies; the headquarters of the Provincial People's Council and People's Committee still ensure good quality.

Bac Giang City has also just built and put into use the headquarters of the City Party Committee and People's Committee with 2 large buildings, with a separate Conference center, and a square in front.

Merging Bac Giang and Bac Ninh provinces to locate the administrative center in the current Bac Giang city; at the same time, after the operation of the district level, all of the above facilities will be arranged for all provincial-level cadres of the two provinces to work stably.

Bac Giang province has planned a new administrative center (over 10,000 hectares) in Huong Gian ward, Tan An - Bac Giang city located in the center of Bac Giang province, with flat terrain, and a lot of space and momentum for long-term stable development for hundreds of years.

In addition to road traffic, there is great potential for exploiting and developing railway traffic (Hanoi - Dong Dang, Ap - Ha Long) and waterway traffic (near Thuong River, Cau River, Luc Nam River).

With a strategic vision, industrial parks have been planned to surround the current Bac Giang city, which is an important driving force for developing the new administrative center into a large, modern urban area, providing accommodation and services for businesses and workers in industrial parks (such as financial services, research and development, education, training, healthcare, entertainment).

The administrative center located at the proposed location will create a driving force for development to spread evenly to other localities in the province, creating synchronization in the development of the whole province.

On the other hand, with a sufficient distance from the center of Hanoi (not too close but not too far), the location of the administrative center in Bac Giang province has the potential to become a new economic center of the whole region, reducing pressure on the capital Hanoi.
