This is the orientation in Decision No. 759/QD-TTg of the Prime Minister approving the project to rearrange and reorganize administrative units (ADUs) at all levels and building a model of organizing local government at 2 levels (project), which clearly states the standards of ADUs at the commune level.
Ensure that the whole country reduces the number of commune-level administrative units by about 60% to 70% compared to the present, in accordance with the characteristics of rural areas, urban areas, islands, mountainous areas, highlands, border areas, plains, ethnic minority areas and meets the following orientations:
Mountainous communes and highlands formed after the arrangement have a natural area of 200% or more and a population size of 100% or more of the commune's standards corresponding to the provisions of the Resolution of the National Assembly Standing Committee on standards for administrative units and classification of administrative units.
Communes formed after the arrangement that are not in the above cases and not part of district-level administrative units on islands must have a population of 200% or more and a natural area of 100% or more of the commune's standards corresponding to the provisions of the Resolution of the National Assembly Standing Committee on standards for administrative units and classification of administrative units.
Wards formed after the arrangement belong to centrally-governed cities with a population of 45,000 or more; wards in provinces formed after the arrangement in mountainous areas, high-lying areas, border areas with a population of 15,000 or more people; the remaining wards have a population of 21,000 or more people; the natural area reaches 5.5 km2 or more.
The arrangement of commune-level administrative units under district-level administrative units on islands must ensure national defense and security according to the orientation approved by competent authorities.
In case of arranging 3 or more commune-level administrative units into a new commune or ward, there is no need to review and evaluate the standards.
In case the commune -level army is formed after the arrangement cannot meet the orientation of the prescribed standards without the case specified in the Resolution of the National Assembly Standing Committee, the Government shall report to the Standing Committee of the National Assembly to consider the decision.
According to the Government Portal, the draft project to arrange and merge provincial-level administrative units of Can Tho City, Hau Giang Province and Soc Trang, after the arrangement, the new Can Tho City will have 100 affiliated administrative units (31 wards, 69 communes).
Thus, after arranging the ADUs of the above 3 provinces and cities, 2 ADUs at the provincial level will be reduced, 28 ADUs at the district level will be reduced, and 163 ADUs at the commune level will be reduced (a reduction of 61.97%).
In Bac Lieu province, after researching and organizing meetings to discuss with localities and people, the plan was developed from 64 commune and ward units that were previously arranged to have 25 commune-level administrative units, including 5 wards.
In Nghe An province, the locality agreed that the rate of reducing commune-level administrative units in the province was nearly 68.5%, after the arrangement of provinces, there were about 130 commune-level administrative units.
In Quang Ninh province, this locality will arrange 171 commune-level administrative units into 51 units. Of which, 145 commune-level administrative units were merged into 48 units, reducing 97 units (reaching 66.9%); arranging 26 units into 3 special zones.
After the arrangement, there will be 27 wards, 21 communes and 3 special zones. In case the competent authority approves Quang Ninh to have 2 special zones, the whole province will arrange 171 commune-level administrative units into 54 units, including: 30 wards, 22 communes and 2 special zones.
In Ha Nam province, according to the plan, the whole province will arrange 98 commune-level administrative units (65 communes, 29 wards, 4 towns) into 33 commune-level administrative units (16 wards; 17 communes), a decrease of 66.3% of the number of communes.
