Expected to reduce 8 Association organizations after merger
According to the conclusion of the Steering Committee of Phu Yen province summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", Phu Yen province has developed a plan to reorganize the Association organizations assigned by the Party and State.
Currently, Phu Yen has 16 Associations assigned by the Party and the State. However, some Associations have overlaps and similarities in terms of principles and purposes of operation.
Realizing the need to merge a number of organizations to streamline management and avoid overlapping functions and tasks, Phu Yen province advocated the merger of the Oriental Medicine Association and the Provincial Medical Association (the proposed name after the merger is the Provincial Medical Association).
Campaign to merge the Provincial Union of Science and Technology Associations with the Provincial Union of Friendship Organizations (the proposed name after the merger is the Provincial Union of Science and Technology Associations and Friendship Organizations).
Campaign to merge the Association of Former Youth Volunteers, the Association of Patriotic Political Prisoners and the Representative Board of the Provincial Association of the Elderly (the proposed name after the merger is the Association of Patriotic Political Prisoners, Former Youth Volunteers and the Provincial Association of the Elderly).
Campaign to merge the Association of Agent Orange/Dioxin Victims, the Association of the Blind, the Association for the Support of the Disabled and Orphans into the Provincial Red Cross (the proposed name after the merger is the Provincial Red Cross).
Propose to end the activities of the Provincial Lawyers Association. The Provincial Cooperative Union and the Provincial Literature and Arts Association self-review and rearrange their internal organizational structure to reduce the number of employees. Maintain the Provincial Journalists Association and the Provincial Association for Promotion of Education.
After merging and rearranging according to the above plan, the number of Association organizations assigned by the Party and State in Phu Yen province will be 8 organizations (8 organizations less). The number of assigned employees will be 58 people (5 people less).
Transfer 9 Medical Centers to local areas
To carry out the work of streamlining and streamlining the apparatus, Phu Yen province announced Decision 1681/QD-UBND, dated December 9, 2024, on transferring 9 Medical Centers under the Department of Health to the People's Committees of districts, towns and cities for management.
Decision to transfer the organizational structure, functions, tasks, powers, personnel, finance, assets, land, facilities, equipment, etc. of 9 Medical Centers under the Department of Health to the People's Committees at the district level for management. Implementation time is to be completed before January 1, 2025.
Mr. Dao My - Vice Chairman of Phu Yen Provincial People's Committee assigned the Department of Health to preside over and coordinate with localities and related departments and branches in implementing the handover, reception, management and use of finance, assets, equipment, facilities, staff, contract workers... in accordance with regulations.
The Department of Home Affairs guides the Department of Health and localities on the transfer of organizational structure, personnel, and number of employees; perfects the organizational structure and job positions of the Medical Centers of districts, towns, and cities after the transfer.
After receiving, the District People's Committee is responsible for reviewing and stably arranging the team of management officials, professional officials and contract workers; not creating additional tasks and not affecting the implementation of professional tasks of the Medical Centers.
