Lean but leave no one behind
Regarding the arrangement orientation, the Standing Committee and the Standing Committee of Phu Yen Provincial Party Committee will consider and decide according to their authority on the positions under the management of these two agencies.
For department-level leadership positions and equivalent, based on practical conditions, standards, and staff capacity, the leadership team decides to select the head of the new agency or unit after the arrangement.
In case the head of a professional or technical department no longer holds a leadership position after the arrangement, he/she will be assigned to an adjacent subordinate position and enjoy the policy.
For deputies, the collective leadership of the agency or unit decides to arrange them as deputies at the new agency or unit after the arrangement or to assign them to another agency or unit.
For civil servants and public employees who do not hold leadership or management positions, agencies and units shall base on their functions, tasks, and organizational structure formed after the reorganization to propose a plan to arrange and assign civil servants and public employees in accordance with the tasks they were undertaking before the merger...
In the immediate future, the number of staff in the new agencies, organizations and units must not exceed the total number of existing staff before the merger. However, a plan to reduce staff must be developed within 5 years, according to the regulations of the Politburo. Review and reduce staff in cases where they do not meet their duties and lack a sense of responsibility.
The leader of the Department of Organization, Civil Servants and Public Employees (Department of Home Affairs of Phu Yen province) said that, following the direction of the Ministry of Home Affairs, it is expected to rearrange and streamline the departments and offices. Regarding human resources, the original merger will be carried out, and no one will have to quit their job due to the rearrangement and streamlining of the apparatus.
After stabilizing the apparatus, agencies and units will continue to develop a plan to reduce human resources and an implementation roadmap within 5 years.
"According to the general policy, the current merger will be based on the status quo of human resources, only the internal apparatus will be streamlined, so no one will have to quit or lose their job due to the arrangement and streamlining of the apparatus, in accordance with the guiding spirit of not letting anyone suffer, not leaving anyone behind," he said.
Reduce 17 agencies and units after streamlining
Previously, the Phu Yen Provincial Party Committee's Organizing Committee reported on the plan to arrange and organize the provincial and district-level apparatus in the Party, mass organizations and government blocs.
The work of streamlining the apparatus is oriented towards streamlining the payroll and restructuring the staff, civil servants and public employees to meet the requirements of new tasks. The work is expected to be completed before 2025.
It is expected that after the reorganization and streamlining, Phu Yen Provincial Party Committee will have 14 Party Committees; reduce 1 advisory agency to assist the Provincial Party Committee, reduce 8 Party delegations and 3 Party Executive Committees.
The specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations proposed to maintain the current 6 agencies and review and streamline the internal organizations.
The Provincial People's Council proposed to maintain the current 5 advisory and support agencies.The Provincial People's Committee plans to streamline the apparatus according to the Government's instructions.
The Department of Foreign Affairs alone proposed two options: to maintain or terminate operations, and transfer the State management function to the Provincial People's Committee Office.After the reorganization, the specialized agencies of Phu Yen province will reduce the number of agencies by 5.
After the reorganization, the specialized agencies of the People's Council and People's Committee at the district level will have 9 to 10 units; of which 7 specialized agencies are organized uniformly in all 9 districts, towns, and cities and a number of specialized agencies to suit each administrative unit.
