Free document conversion by arrangement
At the 23rd Session, the People's Council of Phu Yen province, term VIII, passed a Resolution on not collecting fees and charges under the authority of the Provincial People's Council when converting documents of individuals, organizations and enterprises due to the arrangement of commune-level administrative units in the province, period 2023 - 2030.
This is considered a practical policy, suitable for the actual situation in the locality. The issued resolution will support and facilitate people and businesses to convert documents due to the reorganization of units.
The Resolution will apply to individuals, organizations, and businesses that need to change, reissue, or supplement documents (convert documents) due to changes in boundaries and names of commune-level administrative units after the reorganization of commune-level administrative units of the province.
Subjects exempted from paying business registration fees in the province; Fee and charge collection organizations include state agencies, public service units and organizations assigned by competent state agencies to provide public services and serve state management work and are allowed to collect fees and charges; Other relevant agencies, organizations and individuals.
Resolution deciding not to collect some types of fees and charges under the decision-making authority of the Provincial People's Council related to the conversion of documents of individuals, organizations and enterprises due to changes in boundaries and names of commune-level administrative units after the arrangement of commune-level administrative units.
Fees include: Fee for appraisal of land use right certificate application; civil status fee; fee for issuance of land use right certificate, (GCNQSDD) of house ownership, property attached to land; fee for issuance of construction permit; fee for business registration in Phu Yen province.
Smooth operations after merger
On December 12, speaking with Lao Dong, the leader of Tuy Hoa City People's Committee said that when the resolution is issued, it will create the most favorable conditions for people and businesses in converting documents due to the arrangement of administrative units.
"When people go through procedures and paperwork without the government charging them fees, they will feel very excited. At the same time, the resolution also answers people's questions and concerns about converting documents after the administrative boundary arrangement," he said.
The leader of Tuy Hoa City People's Committee added that since the time of arranging the city's commune-level administrative units, there have been no cases of people complaining about problems, nor has there been any overload in handling administrative procedures related to the merger.
"After the merger, people can still use the old documents until they expire. In case the documents expire after the merger, people can still register to change them at the new ward unit," he explained.
Previously, on November 1, Tuy Hoa City People's Committee held a ceremony to announce the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of this province in the 2023-2025 period and announced decisions on personnel work.
Accordingly, in the period of 2023-2025, Phu Yen province has 5 commune-level administrative units of Tuy Hoa city subject to reorganization. After the merger, Tuy Hoa city has 12 commune-level administrative units (9 wards and 3 communes).
