On February 25, the Government Office announced that it had just issued Official Letter No. 1487/VPCP-QHDP conveying the direction of Prime Minister Pham Minh Chinh on handling the proposal of the Bac Ninh Provincial Party Committee.
Regarding some recommendations and proposals of the Bac Ninh Provincial Party Committee in Notice No. 119-TB/VPTW dated January 20, 2025 of the Central Party Office on the conclusion of General Secretary To Lam during his visit and work in Bac Ninh province, Prime Minister Pham Minh Chinh commented as follows:
Deputy Prime Minister Nguyen Hoa Binh monitors and directs the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to study and handle the recommendations of Bac Ninh province on piloting the implementation of the urban government model.
Deputy Prime Minister Tran Hong Ha is monitoring and directing the Ministry of Transport to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on: Attracting investment in the form of BT or exploiting BOT to connect the Hanoi central urban railway line with Gia Binh airport; connecting from Gia Binh airport with the Hanoi - Lim - Pha Lai - Mong Cai international railway and the Hanoi - Lang Son railway line; preparing a pre-feasibility report for the Urban Railway Project connecting Bac Ninh - Hanoi and Bac Ninh - Noi Bai.
At the same time, Deputy Prime Minister Tran Hong Ha monitored and directed the People's Committee of Bac Ninh province to preside over and coordinate with the Ministry of Transport and the People's Committee of Hanoi City to urgently implement the Prime Minister's direction on the construction of a road connecting Gia Binh airport with the center of Hanoi City stated in Notice No. 562/TB-VPCP dated December 18, 2024.
Deputy Prime Minister Ho Duc Phoc monitors and directs the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to study and handle recommendations on: The Central Government will support 50% of the cost of building a road connecting Gia Binh airport with the center of Hanoi and the Golden Canal bridge connecting Hai Duong province; allow Bac Ninh province to retain part of the central regulatory budget for the period 2025-2030; form a free and duty-free commercial zone.
The Ministry of Information and Communications shall preside over and coordinate with relevant ministries and agencies to study and handle recommendations on: Attracting investment to form a national and regional digital computing center in the Bac Ninh Province Concentrated Information Technology Park; having preferential policies to promote the development of research, design, semiconductor and AI production centers in the Bac Ninh Concentrated Information Technology Park.
Prime Minister Pham Minh Chinh requested the Ministries of Home Affairs, Transport, Finance, Information and Communications to promptly handle the recommendations, report to the Prime Minister on the implementation results; and respectfully send to the Central Party Office to report to the General Secretary before March 20, 2025.
