Plan to reorganize the apparatus of the Party, National Assembly and Government

The Party Central Committee has approved a plan to streamline the organizational apparatus.

On behalf of the Central Executive Committee, General Secretary To Lam signed Conclusion No. 121-KL/TW on summarizing Resolution 18 on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently.

Conclusion No. 121-KL/TW stated that the Party Central Committee approved a plan to streamline the organizational apparatus.

For Party agencies: End the operation of the Central Commission for External Relations, transfer related functions and tasks to the Ministry of Foreign Affairs and the Party Committee of the Ministry of Foreign Affairs. End the operation of the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc. End the operation of the Party delegations and Party executive committees at the Central and provincial levels.

Establish 4 Party Committees directly under the Central Party Executive Committee: Party Committees of Central Party agencies; Party Committee of the National Assembly; Party Committee of the Government; Party Committee of the Fatherland Front and Central mass organizations.

Merge the Central Propaganda Department and the Central Mass Mobilization Department into the Central Propaganda and Mass Mobilization Department.

Add some new functions and tasks and change the name of the Central Economic Committee to the Central Policy and Strategy Committee.

For National Assembly agencies: End the activities of the Foreign Affairs Committee, transfer tasks to the National Defense and Security Committee, the National Assembly Office, and the Ministry of Foreign Affairs; change the name of the National Defense and Security Committee to the National Defense, Security and Foreign Affairs Committee.

Merge the Law Committee and the Judiciary Committee into the Law and Judiciary Committee; the Economic Committee and the Finance and Budget Committee into the Economic and Finance Committee; the Social Committee and the Culture and Education Committee into the Culture and Social Committee.

Rename and upgrade 2 agencies under the National Assembly Standing Committee: The People's Aspirations Committee becomes the People's Aspirations and Supervision Committee of the National Assembly; The Delegation Affairs Committee becomes the Delegation Affairs Committee of the National Assembly.

For Government agencies: Merge the following ministries: Ministry of Planning and Investment and Ministry of Finance into Ministry of Finance; Ministry of Construction and Ministry of Transport into Ministry of Construction; Ministry of Agriculture and Rural Development and Ministry of Natural Resources and Environment into Ministry of Agriculture and Environment; Ministry of Information and Communications and Ministry of Science and Technology into Ministry of Science and Technology; Ministry of Labor, War Invalids and Social Affairs and Ministry of Home Affairs into Ministry of Home Affairs.

Establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks and organization of the state management apparatus on religion from the Ministry of Home Affairs.

The Central Executive Committee agreed on the policy of reorganizing the inspection system on the basis of arranging and reorganizing the Government Inspectorate and the current system of local and specialized inspection agencies.

The Central Executive Committee also agreed on the policy of reorganizing the local police apparatus in the direction of "comprehensive province; strong commune, close to the grassroots", not organizing district-level police. Particularly for island districts, police stations will be arranged (because there are no commune-level administrative units). Piloting not to establish party organizations in district, county, town, city police under the province, city under the Central Government.

According to the Conclusion, the Central Executive Committee assigned the Politburo and the Secretariat to issue and direct the issuance of decisions and conclusions within their authority on the termination of operations, establishment, merger, and renaming of party agencies and organizations mentioned in the above regulations.
