On behalf of the Central Executive Committee, General Secretary To Lam has just signed and issued Conclusion No. 121-KL/TW of the Central Executive Committee summarizing Resolution No. 18 on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
The conclusion stated that after more than 7 years of implementing Resolution 18, in addition to the achieved results, the Central Committee recognized that the operating mechanism of agencies, units and organizations in the political system still has many limitations.
The division of responsibilities, decentralization, and delegation of authority among agencies and organizations is not really synchronous and reasonable. There are places where people make excuses and do things for others, and places where responsibilities are overlooked or unclear, reducing initiative and creativity, causing annoyance and negativity, and hindering development.
According to the Central Government's assessment, the cost of operating the organizational system is large, reducing resources for development investment, ensuring national defense and security, and improving people's lives.
Conclusion 121-KL/TW stated that the plan to streamline the organizational apparatus had been approved by the Central Committee.
In which, for Government agencies, the Central Government decided to merge ministries.
Accordingly, the Ministry of Planning and Investment and the Ministry of Finance will be merged into the Ministry of Finance; the Ministry of Construction and the Ministry of Transport will be merged into the Ministry of Construction; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment will be merged into the Ministry of Agriculture and Environment.
The Ministry of Information and Communications and the Ministry of Science and Technology merged into the Ministry of Science and Technology; the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs merged into the Ministry of Home Affairs.
The Central Committee also agreed on the plan to establish the Ministry of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks and organization of the State management apparatus on religion from the Ministry of Home Affairs.
Also according to the recently approved plan, the Central Government agrees to the policy of reorganizing the inspection system on the basis of arranging and reorganizing the Government Inspectorate and the current system of local and specialized inspection agencies.
The Central Government agreed to the policy of reorganizing the local police apparatus in the direction of "comprehensive province, strong commune, close to the grassroots", not organizing district-level police.
Particularly for island districts, police stations are arranged because there are no commune-level administrative units.
The Central Committee also decided to pilot not establishing party organizations in the police of districts, towns, cities under provinces and centrally run cities.
