"I was surprised because there were quite a lot of people coming to do the procedures, but the staff were still eager to handle them. I also worried about unstable procedures in the newly merged ward, not knowing whether there is a seal or not, but when I arrived, the staff gave me enthusiastic guidance and clear explanations, so I was assured, said Ms. Hoa.


Sharing with Lao Dong, Ms. Nguyen Thi Phuong, Chairman of Tan Binh Ward People's Committee, said that after nearly a week of implementing the 2-level government model, the operation in Tan Binh Ward has been stable, in line with the orientation and basically ensuring the requirements. The Ward People's Committee has issued all necessary legal documents such as the Resolution on the establishment of specialized agencies, the Decision on the establishment of Public Administration Service Centers, the Working Regulations for the 2021-2026 term... At the same time, the work of receiving, transferring and arranging cadres, civil servants and non-professional workers has been carried out in accordance with procedures, ensuring smooth operation.
"However, because it is the initial stage of implementation, there are still requirements such as needing to invest in more infrastructure, add equipment and personnel to better serve professional tasks in the coming time," said Ms. Phuong.
Ms. Phuong also informed that after nearly a week of operation, the ward discovered a number of problems such as: Except for the Office, other departments do not have their own document accounts, leading to documents not coming through documents but going directly to the department leaders; the software has not yet delegated authority to the Chief of Office to sign and issue documents; new documents, do not have a comprehensive grasp of the work, so there is still confusion in accessing and handling the shared document management system. Up to now, there have not been enough new jobs, so it is still necessary to continue to monitor, detect and coordinate appropriate adjustments and supplements to achieve high efficiency.

In that situation, the ward has regularly discussed with the City Digital Transformation Center for support to overcome the situation. At the same time, civil servants assigned tasks to strive to research and carry out tasks.
"The number of certification and household registration records received, processed and returned results has increased, reflecting the proactiveness and adaptability of the ward staff," said Ms. Phuong.

According to Mr. Khanh, up to now, the ward has received most procedures under the authority of the district level through the new system. Currently, the information system is operating stably.
Of course, with a new platform and new process, it is inevitable that some small errors will arise in the processing. However, the Ho Chi Minh City Digital Transformation Center has arranged staff to be on duty at the ward to promptly support and handle any problems, Mr. Khanh informed.

According to Mr. Khanh, after a week of operation, the Binh Hung Hoa Ward Public Administration Service Center receives an average of 300 - 400 people/day to complete administrative records and procedures.
