According to Hanoi leaders, taking the additional water from the Red River to West Lake and To Lich River is a major policy, requiring strict control of total investment, costs and operations.

On July 7, Vice Chairman of the City People's Committee Nguyen Trong Dong and Vice Chairman of the City People's Committee Duong Duc Tuan co-chaired a meeting to listen to units report on the renovation, improvement, and environmental sanitation work on both sides of the To Lich River and the addition of water to the To Lich River.

Reporting at the meeting, Director of the Department of Construction Nguyen Phi Thuong said that up to now, the Department of Construction has completed phase I of dredging river mud (from Hoang Quoc Viet Street to Khuong Dinh Bridge) with a route length of about 7km, volume of about 49,914m3.

It is expected that in August 2025, phase 2 (from Khuong Dinh bridge to Long Quang pagoda) will be completed with a length of 5km, volume of about 11,800 m3.

Regarding the content of connecting the remaining 63 floodgates along To Lich River (adding the collection of floodgates from Hoang Quoc Viet Street to the dam), up to now, 19/63 floodgates have been completed; 42/63 floodgates are being implemented. Construction is expected to be completed in July 2025, to carry out renovation after the construction process in August 2025.

The remaining spillways from the dam area to the end of To Lich River (To Lich River mouth, Nhue) on the right bank of To Lich River have about 10 spillways, the left bank downstream of Kim Nguu River has about 63 spillways, the Project Management Board is studying and proposing a separate project to Yen Xa.

Regarding the work of maintaining environmental sanitation and trees on both sides of the river, the Department of Construction has directed the Hanoi City Infrastructure Management Center and contractors to maintain ornamental plants, perch trees, and grass on Lang Road and along the To Lich River bank regularly and continuously, ensuring the prescribed frequency.

Regarding the plan to supplement water from To Lich River, in the immediate future, it will use water from the West Lake Wastewater Treatment Plant. In the long term, the Department of Construction is coordinating with the consulting unit to study the plan to get additional water from the Red River.

Concluding the meeting, the leaders of the Hanoi People's Committee requested that from now until August 30, the wards along both banks of the To Lich River must complete all renovations and renovations on both sides of the river.

In the immediate period, especially implementing the direction of the Central leaders on reviving the To Lich River and replenishing water for the To Lich River, the taking of water from the West Lake must be studied, ensuring sufficient capacity, carefully analyzing water samples, and evaluating to avoid changing the hydrology of the water environment. Along with that, coordinate with dams in the downstream area of Yen Xa Wastewater Treatment Plant, creating an additional source of water for To Lich River.

Hanoi leaders emphasized that taking water from the Red River to supplement West Lake and To Lich River is a major policy, so it is necessary to strictly control and evaluate the total investment, component cost, exploitation and operation costs, maintenance and operation costs, etc.

In particular, when adding water to West Lake, it is necessary to strictly control the hydrological environmental conditions, not affecting the ecological environment of the lake.
