The Government Office has just issued document No. 8916/VPCP-NN dated August 28, 2026, conveying the opinion of Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung directing to focus on overcoming the consequences of storm No. 4 and floods.
Document sent to the Ministries: Agriculture and Environment, Construction, Education and Training, Health, Finance, National Defense, Public Security; Chairmen of People's Committees of provinces and cities: Lang Son, Cao Bang, Phu Tho, Lao Cai, Dien Bien, Son La, Lai Chau, Tuyen Quang, Thai Nguyen, Bac Ninh, Hung Yen, Hanoi, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh.
The Deputy Prime Minister requested the Chairmen of People's Committees of provinces and cities to continue to direct the implementation of work to overcome the consequences of the recent floods with the most urgent and drastic spirit to soon stabilize the lives and activities of the people after the natural disaster, in which:
Continue to mobilize forces and vehicles to reach out to households still isolated due to floods, landslides, etc. to promptly support food, drinking water, and necessities for people.
Mobilize forces to support people to repair houses; arrange temporary accommodation, support food, drinking water, and necessities for households that have lost their homes, absolutely do not let people be hungry, thirsty, and have no housing.
Immediately overcome educational facilities affected and damaged by floods, complete before September 1, 2026 to be in time for the new school year opening, absolutely do not let students lack schools, lack classes, lack textbooks, and school supplies.
Promptly overcome traffic jams and landslides on roads, ensure traffic safety, serve travel and relief work; restore power supply to serve production and people's lives.
Review and fully and accurately statistically assess damage caused by rain and floods, promptly use budget reserves and local resources to proactively implement support policies for affected subjects, especially poor households, households in difficulty, policy families, and vulnerable groups in accordance with regulations, and prevent losses, waste, corruption, and negativity.
Ministries of National Defense and Public Security direct military and police forces to be ready with forces, materials, and vehicles, promptly supporting people to overcome the consequences of floods when requested by localities.
The Ministry of Education and Training directs, urges, and supports localities to quickly overcome damaged educational institutions due to floods; has plans to support teaching equipment, textbooks and school supplies for educational institutions damaged by the recent floods, ensuring the opening of the new school year and learning conditions for students, and reporting the results to the Prime Minister before September 2, 2026.
The Deputy Prime Minister assigned the Ministry of Construction to direct the implementation of overcoming traffic infrastructure and construction works, promptly overcoming landslide incidents on traffic routes, ensuring safe and smooth traffic, especially on main traffic axes.
The Ministry of Health directs to immediately repair damaged medical facilities, deploy environmental sanitation treatment, and prevent outbreaks of epidemics.
The Ministry of Agriculture and Environment shall preside over and coordinate with localities heavily flooded in the recent rain and floods, especially Lang Son and Bac Ninh, to organize assessments and specifically identify the causes to have solutions to overcome flooding and ensure population safety, especially in urban areas and concentrated residential areas.
