On December 18, in Hanoi, the General Staff of the Vietnam People's Army held a conference to summarize the general military consultation work in 2025, according to the Ministry of National Defense's Electronic Information Portal.
Speaking at the Conference, General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army (VPA), Deputy Minister of National Defense - praised the outstanding results in performing the advisory work of the entire army in 2025. At the same time, it was stated: Determining the theme for 2026 as "Determination to research and produce advanced and modern weapons and equipment", the entire army needs to thoroughly grasp and implement well "2 steadfastness, 2 acceleration, 2 prevention" according to the direction of General Secretary To Lam at the 12th Congress of the Army Party Committee and act according to the motto "3 strong" under the direction of the General Secretary at the 15th Central Military Commission Conference and the direction of President Luong Cuong at the 2025 Military- little Army Conference.
In order to continue to improve the quality and effectiveness of advisory work in the coming time, General Nguyen Tan Cuong requested agencies and units to proactively improve their capacity to research, forecast, and correctly assess the situation, promptly advise the Central Military Commission and the Ministry of National Defense to report to the Party and State leaders to plan military and defense policies and strategies to meet the immediate and long-term task of national defense, successfully handling situations, not being passive or surprised.
Agencies and units strictly maintain combat readiness, closely monitor and manage airspace, sea areas, borders, inland areas, cyberspace, especially key areas; firmly protect territorial sovereignty; closely coordinate with the police force to maintain political security, social order and safety nationwide and protect the safety of important political events of the country, focusing on the 14th National Party Congress, the election of the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.
The General Staff will continue to direct the adjustment of the organization of forces to be streamlined, compact, and strong; develop a plan to adjust the organization of forces for the period 2026 - 2030; manage, transfer, and use the number of troops appropriately, prioritize newly established units and units with training tasks, and be ready to fight in key strategic areas; direct agencies and units to specify the set of criteria "Modern Vietnam People's Army in the new situation".
The Chief of the General Staff of the Vietnam People's Army noted the need to closely monitor and firmly protect the military information system, national defense, and important national information systems; enhance security and safety of military computer network information, high-tech weapons systems; manage and grasp the situation in cyberspace, promptly detect and effectively handle situations, avoid being passive or surprised; promote research on background technology, core technology, develop strategic technical weapons and weapons, high-tech weapons in the period of 2025 - 2030 to serve training and combat readiness.
