On the afternoon of March 25, the National Assembly's full-time delegation conference gave opinions on the Law on Employment (amended).
National Assembly delegate Tran Van Khai (Ha Nam delegation) said that the draft Law on Employment (amended) needs to fully institutionalize the major orientations of Resolution 57, making those major orientations into legal regulations.
Despite many new points, according to delegate Tran Van Khai, the draft Law on Employment must continue to be considered further as the digital human resource development policy lacks depth; the digital infrastructure of the labor market has not been promoted into a competitive advantage; the mechanism to promote creative jobs is still unclear and lacks breakthrough momentum.
Many new forms of employment in the digital economy are not clearly recognized in the law, easily leading to the thinking that if they cannot be managed, they will be banned, lacking flexible regulations. This will make it difficult to create a breakthrough for creative startups and many job opportunities in the digital economy may be missed" - delegate Tran Van Khai emphasized.

Meanwhile, National Assembly delegate Nguyen Thi Viet Nga (Hai Duong delegation) mentioned the responsibility to notify about job search for workers.
This delegate agreed to the regulation that employees receiving unemployment benefits must notify about job search. However, according to the delegate, it is necessary to simplify and diversify the forms of notification about job search in person or online or in many different ways, so that unemployment benefits recipients can focus on spending time searching for jobs as soon as possible, contributing to creating value for society.

Speaking at the end of the discussion session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that this draft does not have many parameters and has little access to the issue of restructuring the apparatus.
Previously, we only mentioned about more than 100,000 people when streamlining the apparatus at the central level, now continue to streamline the apparatus at the provincial level and without the district level, the number can be 100,000 times 2 or multiplied by n. We have not seen any agency officially announce the number of people affected by this organizational arrangement" - Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated.
The Vice Chairman of the National Assembly suggested that the Ministry of Home Affairs (the drafting agency) take a deeper approach to the content related to vocational skills development and general job placement for subjects, in which special attention is paid to subjects retiring after the arrangement.
Because recently we have seen that the subjects of retirement after the arrangement are not just 2 years, 3 years, 4 years but up to 10 years. There is now no statistic to analyze data among those who retire after the reorganization, how many people are there in 2 years, how many people are there in 5 years, how many people are there in 10 years... - Vice Chairman of the National Assembly raised the issue.
Therefore, this amendment needs to pay more attention to the issue of building a flexible job model and continued mechanisms and policies for those affected after the arrangement of leaving the public sector to the private sector.
"I suggest that the Ministry of Home Affairs continue to pay attention to designing mechanisms and policies such as vocational training support, having priority policies for businesses or public sectors to recruit those who retire after the reorganization but can continue to participate in the field, in centers or public service activities without having to pay salaries from the state budget" - the Vice Chairman of the National Assembly stated.
