Speaking to Lao Dong Newspaper reporter on the afternoon of March 24, Mr. Phan Trung Tuan - Head of the Department of Local Government (Ministry of Home Affairs) - said: The temporary suspension of implementation of a number of tasks related to administrative units at all levels in Official Dispatch No. 618/BNV-CQDP dated March 23, 2024, including the temporary suspension of submission of the Project on the arrangement and establishment of district and commune-level administrative units according to the provisions of Resolution No. 1211/2016/UBTVQH13 (amended and supplemented in Resolution No. 27/2022/UBTVQH15) and Resolution No. 35/2023/UBTVQH15 to implement synchronously, in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 127-KL/TW.
That is, study the orientation of merging some provincial-level administrative units, not district-level organizations, merging some commune-level administrative units; implement the 2-level local model (party organization, government, union), ensure streamlining, efficiency, effectiveness, and efficiency.
Accordingly, implementing the direction of the Politburo, the Secretariat and the Government Party Committee, the Ministry of Home Affairs is urgently coordinating with central and local agencies to advise competent authorities on the Project on reorganizing and reorganizing administrative units at all levels and building a model of organizing local government at both levels.
At the same time, the Ministry of Home Affairs also advised the Government to submit to the National Assembly and the National Assembly Standing Committee the draft Law on Organization of Local Government (amended), the new Resolution of the National Assembly Standing Committee on the arrangement of administrative units and related documents, as a legal basis for merging a number of provinces and cities; abolish all district levels, reorganize and reorganize grassroots administrative units (commune level) and organize local government at 2 levels.
Mr. Tuan affirmed that the work related to this policy is being carried out by the Ministry of Home Affairs and central and local agencies in the spirit of " speeding up", "working regardless of day or night" to ensure the completion of this task according to the roadmap set out in Official Dispatch No. 43-KH/BCD of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW.
Previously, the Ministry of Home Affairs sent an official dispatch to the People's Committees of provinces and cities to guide the temporary suspension of implementation of a number of tasks related to administrative units at all levels according to the old standards.
The Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to temporarily suspend the submission of the project to reorganize and establish district and commune-level administrative units according to the provisions of Resolution No. 1211 of 2016 of the Standing Committee of the 13th National Assembly.
The Ministry also instructed to temporarily suspend the classification of administrative units at all levels; temporarily suspend the appraisal and acceptance of records and maps of administrative unit boundaries at all levels (project 513) and establish new, revise and supplement records and maps of administrative unit boundaries at all levels according to the Resolution of the National Assembly Standing Committee on the arrangement for each district and commune-level administrative unit in the 2023-2025 period.
Along with that, the Ministry of Home Affairs requests that localities stop the construction of the master plan for district and commune-level administrative units until 2030 and vision to 2045 as required in document No. 8657 dated December 31, 2024 of the Ministry until a new policy is issued by competent authorities.
