The Ministry of Home Affairs proposes to temporarily suspend the submission of the Project on District and Commune-level Reorganization

The Ministry of Home Affairs requests the People's Committees of provinces and cities to temporarily suspend the submission of the Project on the arrangement and establishment of district and commune-level administrative units.

On March 23, Deputy Minister of Home Affairs Truong Hai Long signed a document to the People's Committees of provinces and cities on the temporary suspension of the implementation of a number of tasks and work related to administrative units at all levels.

Accordingly, the Ministry of Home Affairs proposed that the People's Committees of provinces and centrally run cities temporarily suspend the submission of the Project on the arrangement and establishment of district and commune-level administrative units according to the provisions of Resolution 1211/2016 (amended and supplemented in Resolution 27/2022) and Resolution 35/2023 of the National Assembly Standing Committee; at the same time, temporarily suspend the classification of administrative units at all levels.

This agency also requested localities to temporarily suspend the appraisal and acceptance of records and maps of administrative boundaries at all levels (Project 513) and to establish new, revise and supplement records and maps of administrative boundaries at all levels according to the Resolution of the National Assembly Standing Committee on the arrangement for each district and commune-level administrative unit in the 2023-2025 period.

Notably, the Ministry of Home Affairs has proposed to temporarily suspend the construction of the Comprehensive Planning Component of administrative units at district and commune levels until 2030 and vision to 2045 until a new policy is issued by competent authorities.

According to the Ministry of Home Affairs, these proposals are to implement Conclusion 127/2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, including the content of developing a project to merge a number of provincial-level administrative units, not district-level organizations, continue to merge commune-level administrative units.

In addition, based on Document 1824/2025 of the Government Office, the Ministry of Home Affairs is requested to study the appropriate time to submit to the Government on the project to establish urban administrative units.
