On March 23, the Ministry of Home Affairs sent a document to the People's Committees of provinces and cities regarding the temporary suspension of the implementation of a number of tasks and work related to administrative units at all levels according to the Resolutions of 2016, 2022, 2023 of the National Assembly Standing Committee.
The development of projects to merge provincial and commune-level administrative units and remove district-level administrative units according to Conclusion No. 127-KL/TW of the Politburo and the Secretariat is still being implemented.
Recently, the Central Steering Committee issued Official Letter No. 43-CV/BCD on the plan to continue to reorganize the apparatus of the political system.
The plan assigns the Government Party Committee to lead and direct the development and completion of the project to arrange and merge provincial and commune-level administrative units (specific functions and tasks, organizational apparatus, staffing; arrangement of cadres, working headquarters, public housing; handling assets, headquarters, etc.).
The National Assembly Standing Committee passed a resolution to reorganize commune-level administrative units (to be completed before June 30).
Provincial and municipal Party Committees directly under the Central Government shall lead and direct the development of a detailed project on not organizing at the district level, rearranging and reorganizing commune-level administrative units (pay attention to the arrangement of cadres, headquarters, vehicles, equipment) according to the direction of the Politburo, the Secretariat, and the instructions of the Government Party Committee (to be completed before June 30).
The Standing Committees of the Provincial and Municipal Party Committees under the Central Government are responsible for directing the plan to reorganize communes, wards, and special zones; appointing personnel for the executive committee, standing committee, secretary, deputy secretary, inspection committee, head of the Party Committee, and deputy head of the Party Committee inspection committee at the commune level to ensure compliance with regulations, progress, and requirements.
At the first meeting of the Government Steering Committee on science, technology development, and innovation on March 18, Minister of Home Affairs Pham Thi Thanh Tra said that it is expected that we will complete all the work of arranging commune-level administrative units before June 30 so that by July 1, commune-level administrative units can be operated under a new organization.
National Assembly Chairman Tran Thanh Man recently chaired a meeting of the National Assembly Party Committee Standing Committee to give opinions on a number of contents related to the Project on the direction of electing 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term and the amendment and supplementation of the Law on Election of National Assembly deputies and People's Council deputies; work progress to serve the amendment and supplementation of a number of articles of the 2013 Constitution.
During the session, National Assembly Chairman Tran Thanh Man also said that the contents considered at this session are to serve the streamlining of the apparatus to submit to competent authorities.
At the same time, he emphasized that the revolution of streamlining the apparatus is entering the second stage, streamlining the apparatus at the ward and commune levels; after amending the Constitution, considering removing the district level and arranging the provincial level.
