On June 5, at the Presidential Palace, Politburo member and President Luong Cuong worked with the Quang Ninh Provincial Party Committee on implementing the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents and personnel work, according to VNA.
At the meeting, representatives of the Standing Committee of the Quang Ninh Provincial Party Committee reported on the implementation results of the Resolution of the 11th Conference of the 13th Party Central Committee.
The work of arranging commune-level administrative units and building a model of organizing local government at both levels has been implemented drastically and methodically, ensuring compliance with the set policies, roadmaps, processes and progress. The arrangement project was elaborately developed, the consensus rate of voters reached very high (over 99%).
According to the roadmap, Quang Ninh province will complete and put into trial operation the 2-level local government from June 15.
The operations of agencies and units are maintained stably and smoothly during the preparation process; the transition to the 2-level local government model is being carefully and urgently prepared, ensuring the necessary conditions for effective operation after July 1, 2025.
Concluding the working session, President Luong Cuong acknowledged and highly appreciated the sense of responsibility, proactiveness and creativity of the Quang Ninh Provincial Party Committee in organizing research, disseminating, concretizing and implementing Resolution 11 Central Committee, creating high consensus and unity among cadres, party members and people of all walks of life.
The economic growth rate of the province in the first quarter of 2025 increased by 10.91%; compared to the economic growth of the whole country at 6.93%.
Regarding the implementation of the arrangement of the two-level local government apparatus, the President requested Quang Ninh to grasp and thoroughly grasp the arrangement to be streamlined, compact, strong, effective, and efficient; close to the people, close to the people.
The province continues to thoroughly grasp and closely follow the Central's directives; organize leadership and direction closely, and effectively implement the remaining contents according to the determined plan.
In particular, special attention should be paid to maintaining the principles, implementing transparency, arranging and arranging officials at all levels at the right people and right jobs; ensure enough tasks to complete the task; create solidarity and high unity internal; The selected officials must really be brave, innovative thinking, dare to think, dare to do, dare to take responsibility, for the common benefit, capable of organizing work effectively in the context of a large area and new model.
The President requested to strengthen the inspection and supervision of the implementation of Resolution Central Committee; at the same time, there should be effective measures in the management of public finance and assets, avoiding waste, loss and negativity in the process of restructuring the organization and apparatus.
Building Quang Ninh into a model province for digital transformation
Regarding the preparation of the Party Congress at all levels, the President proposed to continue reviewing and preparing well the contents of the document; In particular, it is necessary to thoroughly grasp and supplement the new orientations and points of the Central Government in the draft political report, in the work of building the Party, in the socio-economic development strategy for 10 years (2021-2030), the 5-year socio-economic development direction (2026-2030); At the same time, the congress document must also show that the intellect, will and desire to develop the province.
In particular, it is necessary to clearly define the goals to 2030, vision to 2045 and identify specific targets in economic growth, socio-cultural development, education, healthcare, environment... clearly demonstrating the orientation of building Quang Ninh into a model province for digital transformation, modern in national defense and security, typical of administrative reform.
The process of consolidating cadres and organizing the organizational structure must ensure regular and continuous operation of agencies and organizations, absolutely not to interrupt, do not affect the activities of the Party, government, people and businesses. At the same time, paying special attention to the local socio -economic development tasks, striving to well implement the defined growth goal.
Regarding the problems and recommendations, the President requested the Working Group to absorb all opinions of the locality and forward them to relevant agencies for study, consideration and handling according to its authority.
