Commune level receives many tasks
On September 21, a Central working delegation led by Mr. Nguyen Duy Ngoc - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee worked and surveyed at the Party Committee of Nam Trach commune, Quang Tri province.
The content of the working session focused on the results of operating the 2-level local government model, implementing Resolution No. 57 of the Politburo and the digital transformation of the Party building organization sector.
According to the Nam Trach Commune Party Committee, after operating the 2-level local government model, the methods of leadership, direction and organization of task implementation have changed in the direction of reducing intermediate levels, increasing the directness, proactiveness and responsibility of the commune level.
Many tasks that previously had to go through the district level are now resolved directly at the commune or in coordination with provincial-level specialized agencies. However, the volume, nature and responsibility of the work are more concentrated at the commune level.
The operation process also revealed some bottlenecks such as a lack of in-depth professional human resources; data and software are not synchronized; facilities are still limited and the coordination mechanism for inter-sectoral cases is not clear.
After arrangement, the number of Party organization focal points in Nam Trach commune decreased from 60 to 38. Party organizations in residential areas are arranged correspondingly with 13 villages and 1 hamlet.
At the working session, Mr. Nguyen Duy Ngoc requested to continue reviewing and removing obstacles in the operation of the local government at 2 levels.
Accordingly, decentralization and delegation of power must be linked to the conditions for performing tasks according to the motto "locality decides, locality does, locality takes responsibility". The province needs to study the demarcation and specialization of functional and task groups at the commune level.
Personnel regulation needs to be reviewed after a period of operation, and at the same time strengthen training and assign provincial-level experts to support communes. Regarding digital transformation, the provincial level needs to continue to improve the integration of systems.
The Head of the Central Organization Committee also requested to review the activities of Party organizations at the grassroots level, assess the way, location of activities and level of convenience for party members, and combine it with digital transformation.
Reviewing all 78 communes, wards, and special zones
According to Mr. Nguyen Duy Ngoc, decentralization must go hand in hand with tasks, human resources, budget and digital transformation. With 1,233 tasks in Nam Trach commune, it is necessary to review procedures associated with each task; the level of response in terms of human resources and budget; the application of digital transformation and online public services.
Localities also need to determine which issues the commune resolves itself, which issues must seek opinions from the provincial level; which procedures do not arise or people have to go elsewhere to carry out.
On that basis, the commune needs to re-determine job positions and payroll, clarify where there is surplus, where there is shortage; shortage in quantity or expertise to decide on transfer, training or training.
After reviewing tasks, human resources and digital transformation, the province needs to concretize the regulations of the Central Government in accordance with the locality for 4 blocs including the Party, People's Council, government and Fatherland Front.
Regarding digital transformation, Nam Trach commune has not fully met the requirements according to the orientation of Resolution 57 of the Politburo and Regulation 204 of the Central Government. The main difficulties are the lack of equipment, cadres have not been fully trained, public services are not clearly deployed and the stage causing congestion has not been accurately identified.
Mr. Nguyen Duy Ngoc proposed that Quang Tri province comprehensively review 78 communes, wards, and special zones, based on the characteristics of each region to decentralize appropriately.
Based on the decentralization and delegation of power of the Central Government, the province needs to regulate and decentralize according to each appropriate group. The goal is to organize the commune-level apparatus to meet the requirements of serving people, businesses and socio-economic development.
