On September 19, Mr. Nguyen Thanh Phu - Director of the Department of Construction of Khanh Hoa province - confirmed that the department had received comments on the Master Plan of Khanh Hoa urban area to 2050, vision to 2075 in Ninh Hoa ward.
According to the comments document, Ms. Nguyen Thi Hong Hai - Chairwoman of Ninh Hoa Ward People's Committee said that the locality has implemented a number of projects according to 1/2,000 scale zoning plans approved by competent authorities.
To ensure that the implementation of projects is not overlapping between types of planning, Ninh Hoa Ward People's Committee proposed that the Khanh Hoa General Urban Planning Project update the 1/2,000 scale construction sub-area plan of Ninh Hoa Central Service Urban Area (Sub-area 18), approved by the Provincial People's Committee in Decision No. 2492 in 2025.
At the same time, the locality proposed to update the 1/2,000 scale construction sub-area plan of Bac Hon Heo Urban and Industrial Zone (Sub-area 17), Ninh Hoa town, approved by the Provincial People's Committee in Decision No. 1921 in 2025.
In the content of comments, Ninh Hoa ward said that some land areas are being shown according to the plan as production forest land, national defense land, and agricultural land. However, the current status at these locations is urban residential land.
One case mentioned by the local authorities is that of Ms. Nguyen Thi Hiep with 3 land plots No. 121, 122 and 123, with a total area of more than 950m2, in the central area of Ninh Hoa ward.
Among these are 300m2 of urban residential land, granted land use right certificates in the period from 2020 to 2022.
However, after the planning projects were approved, the land area was shown as production forest land. Ninh Hoa Ward People's Committee has proposed to adjust this content.
The fact that some land plots have the current status of urban residential land but are shown according to planning as production forest land, national defense land or agricultural land is proposed by the locality to be reviewed to ensure consistency between planning projects and actual land use.
Talking to Lao Dong Newspaper, Mr. Nguyen Thanh Phu - Director of Khanh Hoa Provincial Department of Construction - said that the development of the Khanh Hoa General Urban Planning Project to 2050, with a vision to 2075, is of long-term strategic significance for the locality.
Regarding the comments of localities, including Ninh Hoa ward, the Department of Construction will continue to study and review. Correct and practical opinions will be received by the department.
According to the Director of the Department of Construction of Khanh Hoa province, after the above-mentioned strategic plan is approved, lower-level plans will continue to be adjusted by functional agencies and localities at the planning levels to suit reality.
