On August 23, information from the National Assembly Office said that Politburo member and National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 95/2025/UBTVQH15 regulating the List of tasks, activities and spending rates for each task and activity for the content of the review, through legal documents of the National Assembly, the National Assembly Standing Committee and reviewing, approving and deciding on the joining of international treaties and international organizations under the authority of the National Assembly.
In general, the Resolution stipulates: Ensuring compliance with the principles of applying special mechanisms and policies stipulated in Article 3 of Resolution No. 197/2025/QH15 on a number of special mechanisms and policies that create breakthroughs in the development and organization of law enforcement.
The implementation of expenditures for the purpose of performing tasks and activities for the content of the review, through legal documents of the National Assembly, the National Assembly Standing Committee and the review, approval and decision on the admission to international treaties and international organizations under the authority of the National Assembly must ensure compliance with the regimes, norms and subjects as prescribed in this Resolution, the State Budget Law and other relevant legal provisions.
The Ethnic Council, the National Assembly Committees, the National Assembly Office, and the National Assembly Delegations are responsible for managing and using allocated funds, ensuring thrift, efficiency, publicity, and transparency.
The head of the agency assigned to perform the task or activity has the right to proactively decide on the content of expenditure and change the content of expenditure according to the principle prescribed in Article 3 of Resolution No. 197/2025/QH15.
Pursuant to the provisions of the law on the state budget, the spending regime prescribed in this Resolution and the assigned tasks, the National Assembly Office is responsible for allocating and assigning timely, ensuring sufficient funding for the Ethnic Council, the National Assembly Committees, and the National Assembly Delegations.
According to the Resolution, the list of tasks, activities and spending norms for each task and activity serving the review work, through the legal documents of the National Assembly, the National Assembly Standing Committee and the review, approval and decision on joining international treaties and international organizations under the authority of the National Assembly are implemented according to regulations.
Expenditures for organizing meetings of the Ethnic Council, the National Assembly Committee, conferences, seminars, surveys, expenditures to ensure facilities, working equipment and other necessary conditions shall be implemented by the National Assembly Office in accordance with other regulations of the National Assembly Standing Committee, other relevant provisions of law and shall be arranged from the National Assembly's operating budget.
Expenditures for the activities of agencies and organizations submitting projects and drafts during the process of reviewing and approving legal documents of the National Assembly, the National Assembly Standing Committee and reviewing, approving and deciding on joining international treaties and international organizations under the authority of the National Assembly shall be implemented in accordance with Government regulations.
This Resolution takes effect from August 13, 2025.
