On the morning of June 27, with 446/447 delegates participating in the vote, the National Assembly officially approved the draft Resolution of the National Assembly on the investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project.
Regarding scope, scale, investment form, investment is about 125 km, divided into 3 component projects; applying advanced, modern technologies, ensuring safety, synchronization, quality and efficiency requirements. Encourage the application of high technology in construction organization, adapting to climate change. Implement the form of electronic fee collection without stopping in exploitation and operation.
The total preliminary investment of the project is about 43,734 billion VND. In which, the state budget capital is allocated from increased revenue and state budget expenditure savings in 2024, central and local budgets for the period 2021 - 2025 and the period 2026 - 2030.
The project is preparing for investment, implementation from 2025, completion and operation in 2029.
The Resolution also clearly states that the project applies 9 special policies. Including: Policies on procedures, authority for appraisal and investment decision for component projects; Regarding the authority to decide on adjusting investment policies; Regarding the designation of bidding for project packages, including packages for compensation, support and resettlement.
It is not necessary to appraise capital sources and the ability to balance capital according to the provisions of the Law on Public Investment; Allow component project investors and sub-project investors to compensate, support, and resettle to simultaneously prepare, appraise, and approve the Feasibility Study Report; Economic - technical report, implementation design after basic design, bidding documents, and requirements.
In addition, there are also policies: Regarding compensation, support, and resettlement; Regarding the exploitation of minerals for common construction materials for the project; Regarding construction solid waste dumps and surface soil of land specializing in rice cultivation; Regarding capital plans in the medium-term public investment plan and annual public investment plan allocated for the project.
Before the National Assembly delegates voted, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the Quy Nhon - Pleiku expressway in the East - West corridor plays a particularly important role and significance in the socio-economic development strategy and ensuring national defense and security of the Central Highlands and the Central Coast region. The early investment in the project will contribute to promoting the socio-economic development of the region and related localities; creating conditions for connecting with Laos and Cambodia.
The project investment will shorten the travel time between Binh Dinh and Gia Lai from 3.5 - 4 hours (going along National Highway 19) to about 2 hours and overcome difficulties and dangers when passing through An Khe and Mang Yang Passes, promptly meeting the task of state management and emergency situations.
The project is designed with a scale of 4 complete lanes, fully complying with the National Technical Regulation on expressways (QCVN 117:2024) and the Expressway Design Regulation (TCVN 5729:2012).
The structure of the roadbed, road surface, bridge, and tunnel is designed according to current technical standards, ensuring the requirements of load and safety when operating under special conditions, capable of meeting the requirements of use in emergency situations, including converting to specialized roads for military purposes.
In response to the opinions of delegates, the National Assembly Standing Committee proposed that the Government urgently develop a plan to upgrade and expand projects that have been and are being invested in according to the scale of phases (2 lanes, 4 lanes) to ensure suitability with transportation needs in each period and long-term vision.
