Therefore, the work must continue to be evaluated, reviewed, and arranged appropriately to promote the capacity, dedication, and qualifications of the current brotherhood", emphasized the Head of the Central Propaganda and Mass Mobilization Department.
He also emphasized that our country is perfecting the issue of party members doing private business. When cadres finish their duties in the public sector, they return to their localities and move to other fields to continue their contributions. We must combine public and private sectors, contribute experience to socio-economic development, promote the spirit of people and households to get rich.
To do so, the Head of the Central Propaganda and Mass Mobilization Commission emphasized that there must be clear regulations. Overall assessment must be correct on cadres and have policies to attract talent.
Personnel work must be carried out according to the principles of publicity, transparency, fairness, and objectivity. We must guard against horses and resolutely fight against and strictly handle negative behaviors that cause disunity, lack of position, and local dispatches in the process of restructuring the apparatus.
The arrangement and assignment of cadres must be associated with restructuring and improving the quality of the team of cadres, civil servants and public employees, meeting the requirements of decentralization, delegation of power and the model of local government at 2 levels.
Carefully review and evaluate the impact and effectively and transparently implement the regime and policies for cadres, civil servants, public employees, and workers affected by the arrangement, especially for ethnic minorities and people of all religions.

The Head of the Central Propaganda and Mass Mobilization Department also emphasized that if cadres are not enthusiastic, not determined, not innovative, and do not refuse to do things, then stand aside and let others do them. This is a decisive viewpoint that cannot be reversed because the Party hopes, the people wait, the aspirations of the nation, and friends around the world look to it.
In particular, not to reorganize the apparatus but to take the congress preparation work lightly. When reorganizing, the spirit of solidarity must be better, the Party and the government system must be stronger, and the economy must be more dynamic.
Focus on closely directing the management, archiving of records, digitizing documents, inventorying, controlling, preparing for account, asset, and public project closures, preventing corruption, loss, waste, and negativity.
In particular, pay attention to checking and supervising the steps of reviewing, counting, adjusting or liquidating, and destroying records and documents to prepare for handover when not organizing district-level or merging commune-level administrative units.
Conduct a review and develop a plan to arrange and use headquarters of agencies at all levels to ensure immediate arrangement for the apparatus according to the new model, not to waste assets.
Kien Giang province needs to have an arrangement plan to ensure a workplace for An Giang officials to transfer, and at the same time pay attention to the plan for public housing for officials.
