On December 11, continuing the 40th session, the National Assembly Standing Committee gave its opinions on the summary of the 8th session and initial preparations for the 9th session of the 15th National Assembly.
Reporting on preparations for the 9th Session, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that due to the large amount of legislative content, supervision, and decisions on important issues at the 9th Session, many of which are difficult and complicated, it is proposed to continue organizing the 9th Session in 2 sessions.
Thus, in the case of draft laws and draft resolutions added to the Law and Ordinance Development Program, at the 9th Session, the National Assembly plans to consider 31 contents related to legislative work, 7 groups of contents on socio-economics, state budget, supervision and other important issues; 7 groups of contents will be sent by agencies for National Assembly deputies to study on their own.
The National Assembly is expected to work for 26 days, of which the first session will mainly be devoted to discussing the contents submitted to the National Assembly for voting and approval at the session and discussing in groups a number of draft laws submitted to the National Assembly for comments; questioning and answering questions; the second session will mainly be devoted to the National Assembly voting and approving laws and resolutions and discussing in groups a number of draft laws and discussing in the hall a number of draft laws submitted to the National Assembly for comments.
Discussing at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that, in addition to preparing for the 9th Session, it is necessary to pay attention to urgently preparing for the extraordinary session of the National Assembly at the end of February 2025.
Assign agencies to take charge of drafting and reviewing draft laws and resolutions at the session. “We need to list how many tasks there are and assign them to be implemented right now,” said the Vice Chairman of the National Assembly.
Concluding the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that the 9th Session has a huge amount of work, expected to pass 10 Laws, 1 Resolution, and discuss 12 new Laws; therefore, it is necessary to carefully calculate the meeting agenda.
Regarding the expected time of the 9th Session, the National Assembly Chairman proposed to finalize the opening date to May 20 and the closing date to June 30, and the National Assembly can work on a few more Saturdays.
Regarding the extraordinary session in February 2025, the National Assembly Chairman proposed to assign the Delegation Affairs Committee under the National Assembly Standing Committee to preside over and coordinate the amendment of the Law on Organization of the National Assembly; and to assign the Secretary General of the National Assembly to preside over and coordinate the amendment of the Session Rules.
National Assembly Chairman Tran Thanh Man requested that the drafting agencies immediately coordinate with the National Assembly Committees and the Standing Committee of the National Assembly, and assign specific tasks to study and amend the draft laws.
"Consider amending a number of articles of the Law on Promulgation of Legal Documents in advance at the extraordinary session to ensure consistency and synchronization with laws on organizational apparatus" - the National Assembly Chairman also noted.
