Presenting the report, Deputy Minister of Justice Tran Tien Dung said that the Government proposed to develop a number of draft laws and resolutions and proposed to add them to the 2025 Law and Ordinance Development Program.
Accordingly, add to the 2025 Law and Ordinance Development Program, submit to the National Assembly for comments and approval at the 9th Session (May 2025) according to the one-session process: Resolution of the National Assembly on exemption of agricultural land use tax; Law on Promulgation of Legal Documents (amended).
Add to the 2025 Law and Ordinance Development Program, submit to the National Assembly for comments at the 9th Session (May 2025) and approve at the 10th Session (October 2025): Law on Personal Data Protection; Law on Press (amended); Law on Lawyers (amended).
Reporting on this issue, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that according to the decided Program, at the 9th Session, the National Assembly's legislative workload is very large.
Therefore, in order to both meet the requirements of state management and be consistent with the time budget and balance the workload of the National Assembly at a session, ensuring the quality of laws passed by the National Assembly, the Law Committee recommends that the National Assembly Standing Committee consider and decide.
Regarding the draft Law on Promulgation of Legal Documents (amended), the majority of opinions in the Law Committee agreed with the plan to add the draft Law to the law and ordinance making program in 2025, submit it to the National Assembly for comments and approval at the 9th Session according to the one-session process as proposed by the Government.
“The Law Committee proposes that in case the National Assembly amends the Law on Organization of the National Assembly and other related laws earlier to implement the policy of streamlining and streamlining the apparatus, it is necessary to consider amending a number of articles of the Law on Promulgation of Legal Documents in advance to ensure consistency and synchronization with laws on apparatus organization,” said Mr. Hoang Thanh Tung.
Regarding the three draft laws on Personal Data Protection, the Press Law (amended) and the Bankruptcy Law (amended), the Law Committee agreed to add these draft laws to the 2025 law and ordinance making program, submit them to the National Assembly for comments at the 9th Session and approve them at the 10th Session.
Regarding the draft Law on Lawyers (amended), the majority of opinions in the Law Committee agreed with the option of not adding it to the 2025 law and ordinance making program but will consider and include the draft Law in the 2026 law and ordinance making program.
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that in the new era, the era of the Vietnamese nation's rise, many new issues will arise, requiring the law-making process to be done quickly, concisely, and with quality to remove bottlenecks and obstacles that hinder socio-economic development.
The National Assembly Chairman requested the Ministry of Justice to note to ministries and branches any issues that are stuck and need to be amended immediately, then follow the shortened one-session process, while comprehensive amendments to the Law must follow the two-session process.
At the meeting, 100% of the members of the National Assembly Standing Committee voted in agreement on the necessity of adding 5 draft laws and resolutions to the law and ordinance building program.
However, based on the general balance, the National Assembly Standing Committee agreed to postpone the Law on Lawyers (amended) project to the 2026 law and ordinance making program.
With three drafts of the Law on Personal Data Protection, the Law on the Press (amended) and the Law on Bankruptcy (amended), the National Assembly Standing Committee agreed to submit them to the National Assembly for comments at the 9th Session and approve them at the 10th Session.
