Continue to complete the dossiers of draft laws
On the morning of March 19, speaking at the closing of the 55th session of the National Assembly Standing Committee, Politburo Member, National Assembly Chairman Tran Thanh Man said that after a period of urgent and serious work, the session completed the set program.
According to the National Assembly Chairwoman, the session considered and gave opinions on many important contents, especially legislative work and preparations for the first session of the 16th National Assembly.
Thus, to date, the National Assembly Standing Committee has completed discussions and given opinions on all draft laws and resolutions that the Government has prepared in time with dossiers" - the National Assembly Chairwoman said.
The National Assembly Standing Committee has also given opinions to submit to the National Assembly for approval the proposal to appoint Judges of the Supreme People's Court and consider some other contents under its authority.
It is proposed that the drafting agencies urgently study and fully absorb the opinions of the National Assembly Standing Committee, continue to complete the dossiers of draft laws, and ensure quality before submitting them to the 1st Session of the 16th National Assembly.
Also according to the National Assembly Chairwoman, in the very short time remaining, the volume of work to prepare for the session is still large. Therefore, it is requested that agencies focus highly, prepare carefully for each content, each stage, ensuring that all work is fully, synchronously and on schedule.
Carefully prepare content on personnel work
The National Assembly Chairwoman requested that first of all, it is necessary to carefully prepare the content on personnel work. Relevant agencies need to closely coordinate, prepare complete dossiers and documents, ensuring compliance with Party regulations and State laws.
In addition, it is necessary to complete and absorb the opinions of the National Assembly Standing Committee and send the official dossiers of draft laws and resolutions to elected National Assembly deputies as soon as possible.
Unlike the usual practice of previous terms, right at the first session of the new term, the National Assembly will simultaneously consider, give opinions and pass a number of draft laws and resolutions, so the preparation work must be higher and more thorough" - the National Assembly Chairwoman emphasized.
The National Assembly Chairwoman informed that with 2 draft laws amending and supplementing a number of articles of the Law on Prevention and Control of Tobacco Harms; the Law amending and supplementing a number of articles of the Law on Environmental Protection Tax has been in the legislative agenda but at meetings, the Government has expressed its intention to withdraw.
Regarding the draft Law amending and supplementing a number of articles of the Law on Social Insurance, the Government has not proposed to withdraw it, but so far there is no dossier. Therefore, it is proposed that the Government have a submission proposing to adjust and withdraw from the legislative program to ensure the correct process and procedures according to regulations.
Also according to the National Assembly Chairwoman, the 15th National Assembly Standing Committee will have a final session to give opinions on the remaining contents before submitting them to the National Assembly.
In which there are some very important contents: 5-year socio-economic development plan, 5-year national financial plan, 5-year medium-term public investment plan.
It is requested that agencies urgently complete dossiers and documents immediately after receiving opinions from the Central Government, ensuring quality for the National Assembly Standing Committee to consider, give opinions and submit to the National Assembly.
The National Assembly Chairwoman added that immediately after the 16th National Assembly votes to pass the resolution electing Vice Chairmen of the National Assembly and members of the National Assembly Standing Committee, the 16th National Assembly Standing Committee will hold its first session to consider and decide on issues under its authority related to the organizational structure of the Ethnic Council and Committees of the National Assembly in the new term.
