The draft Resolution of the National Assembly replaces Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.

Contributing opinions in group No. 13, Politburo member and National Assembly Chairman Tran Thanh Man continued to emphasize the importance of piloting a number of specific mechanisms and policies for social housing development.
According to the National Assembly Chairman, social housing is an area of special interest to the people. The Government and the Vietnam Fatherland Front are also giving strong instructions to complete the elimination of temporary and dilapidated houses nationwide in October 2025.
The National Assembly Chairman said that the piloting of a number of specific mechanisms and policies for social housing development aims to remove obstacles and simplify procedures to attract businesses to participate in investing in building social housing.
From 2021 to present, the whole country has 657 social housing projects implemented. Of which, the number of completions only reached 15.6% of the set target. In addition, the disbursement progress of the Government's VND120,000 billion credit package for social housing development is also slow.
"The delay here is due to the lack of strong direction and procedures to implement a long-term project. If this Resolution is passed, the maximum time to carry out procedures is only 75 days (previously it was 2 years)," said National Assembly Chairman Tran Thanh Man.

According to the National Assembly Chairman, the draft Resolution has 3 new policies compared to the conclusion that requires competent authority and consultation with competent authority.
The first is to determine the selling price and rental price of social housing.
Second is housing conditions to enjoy social housing support policies.
The third is to complete and refund land use fees, compensation and resettlement support funds or deduct them from financial obligations for social housing investors.
"I also suggest that the Government continue to explain this issue. If the Government and the National Assembly Standing Committee find the explanation feasible, ensuring that the requirements are only reported to competent authorities, we will approve it," said National Assembly Chairman Tran Thanh Man.
The National Assembly Chairman also said that if the consensus is high, the National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development will be approved early, creating a strong driving force to achieve the target of 100,000 social housing units in 2025, contributing to ensuring social security and economic development.
So that people "set up and have a good job, especially workers and laborers" - the National Assembly Chairman said.
The National Assembly Chairman also emphasized a number of other important contents, such as reviewing the revenue sources and expenditure tasks of the national housing fund, not allowing it to overlap with the revenue sources and expenditure tasks of the state budget.
Build appropriate financial mechanisms to ensure strong implementation of socialization of social housing development capital.
Regarding approving the investment policy and assigning the investor not to go through bidding, the National Assembly Chairman expressed his support. However, it is necessary to review the goals and conditions to ensure objectivity, fairness, publicity, and transparency when selecting investors.
"Absolutely avoid the mechanism of asking - giving, and at the same time, need an inspection and supervision mechanism to ensure effective implementation of policies to prevent corruption and negative waste," National Assembly Chairman Tran Thanh Man suggested.
