According to the program, in the morning, the National Assembly continued to discuss in the hall on supplementary assessment of the results of the socio-economic development plan (SEDP) and state budget (SBR) in 2025; the implementation situation of the SEDP and SBR in the first months of 2026; the 5-year SEDP 2026-2030; thrift practice and waste prevention in 2025; the implementation situation of the national target on gender equality in 2025.

In the afternoon, the National Assembly listened to the Submission on supplementing the program of the First Session, 16th National Assembly and voted to approve the program of the Session.
After that, the National Assembly discussed in the hall about the medium-term public investment plan for the period 2026-2030; the 5-year national financial plan for the period 2026-2030; the plan for borrowing and repaying public debt for the period 2026-2030; approving the finalization of the 2024 state budget.
The National Assembly listened to the Submission and Appraisal Report on the draft Law amending and supplementing a number of articles of the Law on Personal Income Tax, Value Added Tax, Corporate Income Tax and Special Consumption Tax.
After that, the National Assembly discussed in groups about the draft Law amending and supplementing a number of articles of the Law on Personal Income Tax, the Law on Value Added Tax, the Law on Corporate Income Tax and the Law on Special Consumption Tax.
Yesterday afternoon, April 20, at the discussion session on socio-economics, 25 National Assembly deputies spoke.
- Regarding supplementary assessment of the results of the socio-economic development plan and state budget in 2025; the situation of socio-economic development plan and state budget implementation in the first months of 2026. Delegates basically agreed with the report on socio-economic development results of the Government submitted to the National Assembly, in which many goals have been achieved and exceeded the set targets.
In addition, delegates focused on analyzing and proposing many practical and specific solutions to remove difficulties and promote socio-economic development in the new context such as: promoting growth associated with macroeconomics; using the 2025 contingency budget; administrative procedure reform; implementing 2-level local government; focusing on stabilizing the real estate market...
- Delegates highly appreciated the Government for proactively and urgently developing the 5-year socio-economic development plan for the period 2026-2030, basically agreeing with the Government's goals and solutions.
Delegates also focused on giving opinions on double-digit growth targets; new growth models based on green economy, circular economy; prioritizing the development of supporting industries; increasing investment capital in agricultural production; administrative procedure reform; improving the efficiency of using state budget and public investment capital; focusing on effective use of resources.
Some delegates also suggested that the Government supplement directions and tasks in the coming time, focusing on solving problems in the land sector.
- Regarding the work of practicing thrift and combating wastefulness in 2025. Delegates focused their opinions on state budget revenue and expenditure in financial management and administration, state budget; thrift in recurrent expenditures and investment expenditures; definitively handling bottlenecks in institutions in public investment and land; tightening investment discipline; building a set of national criteria for practicing thrift and combating wastefulness.
