According to Deputy Head of the National Assembly Office Vu Minh Tuan, the 9th Session of the 15th National Assembly will solemnly open on May 5, and is expected to close on June 30, 2025.
The 9th session will be held in 2 phases: Phase 1 from June 5 to May 29, 2025; Phase 2 from June 11 to June 30, 2025 (expected).
The National Assembly's total working time is expected to be 41 days and there will be some working days on weekends.
The 9th session of the 15th National Assembly is a session with many important contents, implementing the Resolution of the 11th Conference of the 13th Party Central Committee.
According to the Deputy Head of the National Assembly Office, the National Assembly will consider and approve the Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
The National Assembly also considered and approved 34 laws such as the Criminal Code (amended); Law on personal data protection (in case of eligibility, consider and approve at the 9th session); Law on cadres and civil servants (amended); Digital Technology Industry Law; Chemical law (amended); Law on Science and Technology and Innovation; Atomic Energy Law (amended); Teacher Law; State Budget Law (amended); Law on State Capital Management and Investment in enterprises; Special consumption tax law (amended); Corporate income tax law (amended).
11 Resolutions are expected to be adopted such as the Resolution of the National Assembly on the mechanisms and policies of private economic development; The Resolution of the National Assembly on piloting a number of specific mechanisms and policies, especially to invest in developing the railway system; The Resolution of the National Assembly on piloting on a number of specific mechanisms and policies for social housing development; The Resolution of the National Assembly on exemption and support of tuition fees for preschool children, high school students, and learners of general education programs at educational institutions in the national education system.
In addition, the National Assembly gave opinions on 6 draft laws: Law on Transfer of People serving prison sentences; Law on Confession; Law on Railway (amended); Law on Emergency Situations; Law on mutual Legal Assistance for Civil Matters; Law on mutual Legal Assistance for Criminal Matters.
"The preparation for the 9th session is carried out very carefully. The Standing Committee of the National Assembly spends a lot of time on the contents of the meeting, organizing the National Assembly deputies meeting to discuss the contents of the National Assembly for consideration and approval" - Deputy Chairman of the National Assembly Office emphasized.
In addition, the National Assembly will consider 14 groups of contents on socio-economics, state budget, supervision and other important issues.
Typically, consider the Report on evaluating additional results of implementing the Socio-Economic Development Plan in 2024; the implementation of the Socio-Economic Development Plan in 2025; consider the Report on evaluating additional results of implementing the state budget in 2024 and the first months of 2025;
Consider and approve the Resolution of the National Assembly on the merger of the provincial administrative unit; consider and decide the establishment of the National Election Council and elected the Chairman of the National Election Council; consider and decide to shorten the term of the XV National Assembly and the People's Councils at all levels for the term 2021-2026;
Considering and deciding on the election date for National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term; reviewing and approving the Resolution on the National Assembly's Supervisory Program in 2026; conducting questioning and answering questions for National Assembly deputies.
