On April 28, the National Assembly Standing Committee discussed and gave opinions on the preparation for the 9th session of the 15th National Assembly.
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung said that in the 9th session, this National Assembly added 10 contents due to the opinions of competent authorities, the National Assembly Standing Committee gave opinions and the Government has completed the dossier.
There are 3 additional contents: Government reports, integrated into the allocation and allocation of un disbursed budget estimates in 2024; policies to remove difficulties for backlogged and entangled projects and include this content in the General Resolution of the session; and the situation and solutions to respond to US counterpart tariffs.
At the same time, 4 contents were drawn out of the program, including: amending and supplementing a number of laws related to the military - defense sector; content on specific mechanisms for training a number of sectors in the art field; investment policy for Ho Chi Minh City Ring Road 4; draft Resolution of the National Assembly on Van Don Economic Zone for competent entities has not been proposed.
In total, the 9th Session of the 15th National Assembly will have 64 groups of contents on constitution, law, socio-economics and other issues.
The session will last for 37 days, opening on the morning of May 5 and closing on June 28, divided into 2 sessions.
The session prioritizes the time for the National Assembly to review and discuss directly related contents at the same time, shortening presentation time, and prioritizing the time for discussing draft laws submitted for approval in the second session - Secretary General of the National Assembly Le Quang Tung said.
Speaking later, Minister and Head of the Government Office Tran Van Son said that the investment policy for Ho Chi Minh City Ring Road 4 and preparations have been carried out for 4 years. The Ministry of Finance has also completed the appraisal.
The Government has directed the Ministry of Finance and Ho Chi Minh City to complete, absorb opinions and submit to the National Assembly at the second session, said Minister Tran Van Son.
Regarding the Resolution on developing Van Don and Quang Ninh economic zones, Minister Tran Van Son said that the Ministry of Finance and Quang Ninh province are also implementing it very actively. The province and the Government have never been as urgent as they are now.
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that we must truly remove difficulties to develop the country. So how to resolve the issue, and where to resolve it, the Government agency will submit to the National Assembly.
For example, some projects do not pilot but immediately allow urban railway and high-speed railway.
According to the National Assembly Chairman, investors are waiting for us to remove the mechanism.
Regarding the budget issue, the National Assembly Chairman also quoted the General Secretary's words on strong decentralization to localities to decide, localities to do, localities to take responsibility.

The National Assembly Chairman said that this session has many major contents but must follow strict procedures and processes; must ensure the principle of approval; must pay attention to quality.
