On the morning of August 20, the National Assembly listened to the submission and appraisal report on the Draft Law on Organization of Criminal Investigation Agencies (amended).
Presenting a summary report on the submission, General Luong Tam Quang - Member of the Politburo, Minister of Public Security said that the amendment of the Law on Organization of Criminal Investigation Agencies is based on the Party's guidelines and viewpoints on arranging the organization and apparatus of the State in the direction of streamlining, operating effectively and efficiently, without organizing district-level administrative units.
The draft removes the District-level Police Investigation Agency to suit the new organizational model of the People's Police.
At the same time, supplement regulations assigning the Minister of Public Security to detail the organization and apparatus of the Investigation Agency of the People's Police based on the organizational structure of the Ministry of Public Security.
In particular, the draft law proposes not to continue to regulate the organization of the Investigation Agency of the Supreme People's Procuracy.
Corresponding to the above adjustment, the draft law supplements regulations to transfer the authority of the investigating agency of the Supreme People's Procuracy to the investigating agency in the People's Police and in the People's Army.
Another content, according to the Minister of Public Security, the draft has amended and supplemented regulations on the authority of the provincial-level police investigation agency in the direction of conducting investigations into criminal cases specified in Chapters from Chapter XIV to Chapter XXIV of the Penal Code when those crimes are under the jurisdiction of the People's Court.
In addition, to ensure flexibility, consistency, and comprehensiveness in the exercise of investigation authority in cases, the draft assigns the Minister of Public Security and the Minister of National Defense to decide on the assignment and transfer of investigation authority between investigation agencies in the management system.
The draft also amends and improves regulations on the tasks and powers of Commune Police, Ward Police, Special Zone Police, and Police Stations in receiving and initially verifying denunciations and reports of crimes to solve difficulties and obstacles, meeting the practical requirements of crime prevention and combat, ensuring unity and synchronization with the Criminal Procedure Code.

Expressing the viewpoint of the agency thẩm tra the draft law, Member of the Party Central Committee, Chairman of the Law and Justice Committee Phan Chi Hieu said that the Committee agreed with the proposal to remove the district-level police investigation agency and not continue to organize the investigation agency of the Supreme People's Procuracy.
However, the thẩm tra agency proposed to study and propose solutions to overcome difficulties and obstacles that may arise when implementing these changes in practice.
