Quang Ninh is 1 of 6 localities nationwide assigned to implement Resolution No. 205/2025/QH15 of the National Assembly on piloting the People's Procuracy (VKSND) to initiate civil cases to protect the civil rights of vulnerable groups and public interests, including the issue of insurance debt.
Right from the beginning of 2026, the People's Procuracy of Quang Ninh province and regional People's Procuracies have coordinated with the Social Insurance Agency (BHXH) of Quang Ninh province to gradually deploy widely throughout the province.
The amount of insurance debt of enterprises transferred to the Social Insurance Fund is gradually increasing.
Not long ago, the amount of money that businesses delayed and evaded insurance contributions and paid to the New Insurance Fund was more than 7 billion VND.
However, by August 7, 2026, this figure had increased to more than 12.6 billion VND and is still continuing to increase as many businesses on the list proposed for lawsuit proactively go to the insurance agency to pay money.
Up to now, Quang Ninh Provincial Social Insurance and Social Insurance agencies have coordinated to provide dossiers and documents of 275 units that are late in paying or evading insurance contributions to the People's Procuracy. Among these, there are 145 units with debts from 6 months or more, many cases are long-term debts, difficult to recover.
Through review, functional agencies have compiled a list of more than 40 businesses that are late and evading insurance payments with amounts up to tens of billions of VND. Many cases have been considered and recommended by the People's Procuracy to carry out lawsuit procedures according to regulations.
Mr. Nguyen Huy Thong - Deputy Director of Quang Ninh Provincial Social Insurance - said that immediately after the coordination of the People's Procuracy, many businesses have proactively overcome violations, come to work and pay insurance money for employees.
In which, B.M. V Urban Joint Stock Company paid 285 million VND; H.T One Member Limited Liability Company paid 289 million VND; F.L. C Ha Long Investment and Development Co., Ltd. paid nearly 2.8 billion VND...
To date, 135/275 units have paid money, with about 15 billion VND in total debt of more than 82 billion VND. In the group of debts over 6 months alone, 60 businesses have paid money, recovering about 12.6 billion VND.
According to Mr. Dang Dinh Vang - Deputy Director of Quang Ninh Provincial People's Procuracy - the process of working with businesses is not only aimed at handling violations but also towards the goal of ensuring the rights of workers, and at the same time creating conditions for businesses to overcome difficulties.
Representatives of the People's Procuracies of the regions and the Social Insurance agency directly went to each business to grasp the actual situation.
Through surveys, many businesses are really facing difficulties in production and business. However, after being analyzed the legal regulations and the consequences of late payment of insurance for employees, many units have proactively paid part or all of the debt. Businesses that are not able to pay immediately also commit to building a roadmap for gradual payment.
The rapid increase in recovered money in a short time shows the clear effectiveness of the coordination mechanism between Social Insurance and the People's Procuracy in implementing Resolution No. 205/2025/QH15. More importantly, the recovered figures are the rights of thousands of workers being gradually ensured, while contributing to raising the awareness of law compliance of businesses in the province.
