Spending budget on science, developing private economy, exempting tuition fees
On the morning of June 27, with 440/441 delegates in favor, the National Assembly passed a Resolution on questioning at the 9th Session of the 15th National Assembly.
In the Resolution, the National Assembly requires strengthening discipline and order, improving the effectiveness and efficiency of state budget collection and expenditure management; striving to increase state budget revenue in 2025 by more than 15% compared to the estimate.
Strongly develop capital mobilization channels from the capital market; in 2025, fully prepare conditions to upgrade the stock market to an emerging market. Early research and issuance of a legal framework on piloting the cryptocurrency asset market in Vietnam.
Also in the Resolution on questioning at the 9th Session, the National Assembly requested the allocation of state budget sources to implement the Resolutions of the Politburo on science, technology, innovation, private economic development, law-making, organizational arrangement, tuition exemption, and exemption of hospital fees.
Review and remove obstacles and difficulties, speed up the disbursement of public investment capital, strive for the disbursement rate in 2025 to reach 100% of the plan. Research, supplement and perfect tax mechanisms and policies to support increased purchasing power, stimulate domestic consumption and tourism.
Promoting the application of electronic invoices
The National Assembly requires the completion of the legal framework for new economic models, technology-based business and digital platforms. Implement solutions to support business households and individuals to facilitate the conversion from the tax contract method to tax payment according to the law on tax management.
Strengthen propaganda, training, consultation, raising awareness of new tax policies and subjects applying electronic invoices so that business households, individual businesses, and enterprises can properly understand the policies and encourage business households to convert to businesses.
In 2025, promote the application of electronic invoices to subjects in sectors and fields according to regulations. Promote the spirit of business, entrepreneurship, and innovation in the whole society, the Resolution stated.
In addition, it is necessary to develop a selective FDI attraction policy, prioritizing high-tech enterprises with high added value, environmental friendliness, committed to technology transfer and linking with domestic enterprises.
Encourage FDI enterprises to promote training, improve Vietnamese labor capacity, and implement research and development activities in Vietnam.
Timely remove obstacles, shorten investment procedures, speed up the implementation of large FDI projects; Resolutely handle FDI projects that cause environmental pollution, ineffective land use, prolonged business losses, failure to implement or failure to fulfill investment commitments.
In 2025, continue to research, supplement, and perfect regulations, have preferential policies to attract investment, develop types of industrial parks and new economic zones (eco-industrial zones, specialized industrial zones, supporting industrial zones, high-tech industrial zones, specialized economic zones, free trade zones) and similar models.
