The Government has just issued Resolution No. 32/NQ-CP announcing 3 Decrees of the Government guiding the implementation of the Law on Insurance Business No. 08/2022/QH15 to continue to be effective.
Accordingly, the Government announces 3 legal normative documents issued by the Government detailing specific measures to organize and guide the implementation of the Law on Insurance Business (Law No. 08/2022/QH15) that will continue to be effective from January 1, 2026 until there are amended and supplemented documents, including:
1. Decree No. 46/2023/ND-CP detailing the implementation of a number of articles of the Law on Insurance Business.
2. Decree No. 67/2023/ND-CP stipulating compulsory civil liability insurance for motor vehicle owners, compulsory fire and explosion insurance, compulsory insurance in construction investment activities.
3. Decree No. 174/2024/ND-CP stipulating penalties for administrative violations in the field of insurance business.
The Resolution clearly states that the application of the Law amending and supplementing a number of articles of the Law on Insurance Business No. 139/2025/QH15 and legal normative documents specified above is carried out in accordance with the provisions of Clause 3, Article 58 of the Law on Promulgation of Legal Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15 (in case legal normative documents have different regulations on the same issue, a document with higher legal validity is applied).
