Government requests review of standards for leadership and management civil servant titles

The Government requests a thorough review of the regulations in Decree No. 334/2025/ND-CP stipulating the standards for leadership and management civil servant titles.

According to the Government Electronic Information Portal on February 15, in Resolution No. 23/NQ-CP just issued, the Government directed many important contents on arranging the organizational structure and operating the local government at 2 levels.

In Resolution 23/NQ-CP, the Government and the Prime Minister requested Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairmen of People's Committees of provinces and centrally-run cities to carefully review tasks in February and the first quarter of 2026 to prioritize resources, focus on direction, effectively implement, and create momentum for the following months.

Regarding the work of arranging the organizational structure, the Government directs to continue to improve the effectiveness and efficiency of the 2-level local government model.

Removing difficulties, ensuring smooth operation for social governance, serving the people better.

Focus on strictly implementing tasks according to the Prime Minister's direction in document No. 84/TTg-TCCV dated January 21, 2026, paying attention to handling redundant headquarters after mergers, not allowing waste.

Ministries and relevant agencies urgently issue guiding documents with 355 tasks as assigned in Official Dispatch No. 174 dated December 2, 2026 of the Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a 2-level local government model.

The Government and the Prime Minister assigned Deputy Prime Minister Pham Thi Thanh Tra to directly direct. The Government Office presides over the review with the Ministry of Home Affairs.

The Government also directed "to continue to review and arrange public non-business units to be streamlined, operate effectively, strengthen autonomy, and improve the responsibility of public non-business units.

The Government assigns the Ministry of Home Affairs to preside over and coordinate with agencies and localities: Report on the implementation of local governments at 2 levels on the 15th and 30th of each month and report when difficulties and obstacles beyond their authority arise to monitor, urge and promptly direct the handling of arising issues.

Summarize the results of reviewing and arranging public non-business units of ministries, branches, and localities, and report to the Government and the Prime Minister according to regulations.

Notably, the Government requests to focus on researching and proposing amendments and supplements to regulations related to labor and employment to ensure compliance with the provisions of the Law on Organization of Local Government, helping localities have a basis for authorizing commune-level People's Committees to perform good management work, in accordance with the 2-level local government model.

Thoroughly review the regulations in Decree No. 334/2025/ND-CP of the Government stipulating the standards for leadership and management civil servant titles in state administrative agencies, ensuring consistency and conformity with Regulation No. 350-QD/TW dated August 29, 2025 of the Secretariat on subjects, standards and decentralization of political theory training; handle obstacles according to authority; in cases exceeding authority, report to competent authorities according to regulations.
