On August 30, information from the National Assembly Office said that the National Assembly Standing Committee has issued Resolution 36/2026/QH16 on the establishment of Quang Ninh city.
The Resolution clearly states that the establishment of Quang Ninh city is based on the entire natural area and population size of Quang Ninh province.
Quang Ninh city borders provincial-level administrative units including: Bac Ninh, Hai Phong, Lang Son; East Sea and the People's Republic of China.
The Resolution takes effect from September 1, 2026.
The Resolution also clearly states that the Government, the People's Council, the People's Committee of Quang Ninh province (People's Council, People's Committee of Quang Ninh city from the date this Resolution takes effect) and relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and consolidating the organizational structure of agencies and organizations in localities according to regulations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.
Agencies, organizations, and units with names associated with the place name "Quang Ninh province" are renamed to operate with names associated with the place name "Quang Ninh city" from the date this Resolution takes effect.
In case legal documents are issued before the effective date of this Resolution and continue to be implemented after the effective date of this Resolution with the phrase "Quang Ninh province", they are changed to the phrase "Quang Ninh city".
In addition, documents and papers with content related to the place name of Quang Ninh province that have been issued and issued by competent agencies and people before the effective date of this Resolution but have not expired or have not expired their validity, shall continue to be applied and used according to the provisions of law until the expiration date or are amended, supplemented, replaced, abolished, canceled, or recovered by competent agencies and people.
From the date this Resolution takes effect, in addition to regimes and policies for centrally-run cities, specific mechanisms, regimes, and policies for Quang Ninh province in the past will continue to be implemented in Quang Ninh city until the end of the application period or until a decision from a competent authority is issued.
Previously, at the first Extraordinary Session, the National Assembly voted to approve the Resolution on the establishment of Quang Ninh city. 478 delegates participated in the vote, of which 478 delegates agreed (equal to 95.6% of the total number of National Assembly delegates, equal to 100% of the total number of National Assembly delegates present).
