The Ministry of Home Affairs guides regulations on refunding allowances according to Decree No. 154/2025/ND-CP when streamlined people return to work.

Ms. Cao Thi Thu (name of the character changed) reflected that she has resigned from the position of Deputy Secretary of the Commune Youth Union and has received benefits according to Decree No. 154/2025/ND-CP.

Currently, she wishes to return to work and is being considered by competent authorities to consolidate and supplement to the Standing Committee of the Commune Youth Union.

She requested the Ministry of Home Affairs to guide, in this case, whether she must return the received money according to Decree No. 154/2025/ND-CP or not.

Regarding Ms. Thu's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Accordingly, Clause 6, Article 3 of Decree No. 154/2025/ND-CP1 stipulates that the subjects of staff streamlining under this Decree, if they are elected or re-recruited into agencies, organizations, and units receiving salaries from the state budget or arranged as non-specialized personnel in villages and residential groups within 60 months from the date of implementing staff streamlining, must return the amount of allowance received to the agency, organization, and unit that has paid the allowance.

In addition, in Decree No. 154/2025/ND-CP, the Government has decentralized to the heads of agencies, organizations, units and People's Committees, Chairmen of Provincial People's Committees to identify subjects and approve decisions.

Therefore, it is requested that citizens study the above regulations, provide complete information to functional agencies and competent persons in the locality for consideration and response according to regulations" - the Ministry of Home Affairs stated clearly.
